This book and corresponding materials present a strategy for improving the health care workforce serving older adults via expanded education and training, models of care, and public/private programs. The committee proposes a three-prong approach: 1)Enhance the geriatric competence of the entire workforce; 2)Increase the recruitment and retention of geriatric specialists and caregivers; 3)Improve the way care is delivered. This report is about older youth that are involved in the foster care system and have disabilities and the challenges and outcomes they experience in the areas of education, employment, and other indicators of well-being. According to a report by the Kaiser Foundation, Medicaid has become the major payer for long-term services and supports to low-income individuals, and a safety-net for those who become impoverished as a result of long-term care needs. In addition to concerns about the high costs of long-term care, recent developments have drawn attention to challenges facing Medicaid as a provider of long-term care. This paper describes these challenges and other issues facing the Medicaid program going forward.
