This memorandum and tables present data on Medicaid 1915(c) Home and Community-Based Services (HCBS) waiver expenditures from Federal Fiscal Years 2002 through 2007. Each HCBS waiver is classified by population served in order to show the distribution of HCBS waiver expenditures across long term care populations.

This memorandum presents data on Medicaid long-term care expenditures in Federal Fiscal Year 2007 (Oct 2006-Sept 2007). Table 1 presents national data on Medicaid expenditures for Long-Term Care from 1995-2007. Other tables present state-by-state data for Nursing Homes, ICF/MR, Personal Care, HCBS Waivers, Home Health, Home Care, 1115 Waivers focused on HCBS, and other Medicaid services.

This report and executive summary were completed for Project BRIDGE, an Integrating Long-Term Supports with Affordable Housing grant from CMS. Individuals with disabilities desiring to live independently in Mississippi are hindered by the state’s scarcity of both affordable, accessible housing and the community-based services. Use this presentation to learn how VT has measured the effectiveness of the Working People with Disabilities program. The primary cost measured was money spent on Medicaid claims and benefits counseling. This was compared with the earnings increases experienced by individuals in the program. The analysis found that every $1 spent on new Medicaid claims and benefits counseling, participant earnings increased by $1.23.

Should a state use the cost reimbursement or milestone-outcome payment options in their Ticket to Work (TTW) programs? Vermont commissioned this study to answer this question and to predict future TTW income for the state and for employment network partners.

Health care experts from diverse fields give their opinions in this survey. The 196 leaders identified the most pressing long-term care (LTC) issues as development of the workforce, improving quality, and securing financing. 76% believe policymakers must urgently deal with the challenge of forming a sufficient supply of home and community-based services. Other themes dealt with include insurance, financial responsibility, a Medicare LTC benefit, and regulatory action.
