Medicaid

ADRCs have used a number of strategies to streamline access to long-term services and supports. One key strategy, used by many ADRCs, is to provide online applications for Medicaid or screening tools to assess eligibility for benefits. This issue brief provides details about ADRC grant efforts related to online applications. The report details both advantages and challenges plus provides a case example for South Carolina.

The New Hampshire MIG program, the Granite State Employment Project, and its programs within, Employment for All and the Monadnock Center for Successful Transitions, have held several planning meetings so far in 2007. Included below are the minutes for each of these meetings.

The Nebraska MIG program, in partnership with HHS, Easter Seals of Nebraska, and the Social Security Administration, held a training for the Medicaid Insurance for People with Disabilities program. The training included the following materials: flowcharts, research results, and PowerPoint presentations.

The Massachusetts MIG, CommonHealth, created an informational brochure describing how the program works and resources for individuals with disabilities living in Massachusetts who want to work and still receive their Medicaid benefits. The brochure also includes a survey requesting the reader’s thoughts on the usefulness of the brochure itself.

The Hawaii Medicaid Infrastructure Grant produced a 2 page brief describing the need for Medicaid Work Incentive Coverage (MWIC) in Hawaii. The brief also identifies coverage groups and individual eligibility.

Need an overview of the basic components of the nation’s largest health coverage program? Medicaid covers 55 million low-income individuals and is the dominant source of long-term care financing. Examine the structure of the program, who it covers, what services it provides, and spending. Because Medicaid is jointly financed by the federal and state governments programs vary across states. Tables examining the state-to-state variation in eligibility, enrollment, and spending are included.

Hawaii’s MIG, entitled “Hire Abilities”, produced a draft report presenting an analysis on how Hawaii will offer the MIG program to working people with disabilities. The draft report was posted online and made available for reader feedback. The report also addresses how six other States have implemented their MIG programs.

The Alabama MIG produced several action steps as a result of the resource mapping survey conducted in October and November 2006, including the action steps for implementing Medicaid Buy-In.

As part of its quality management program, Wisconsin revised its Individual Service Plan (ISP) form that was required as part of the Medicaid waiver process. The new revised forms address individual outcomes. Attached forms include the ISP Instructions, Medicaid form, and Individual Outcomes.
