Redirecting Public Long-Term Care Resources

This report reviews the initiatives of five states and highlights ongoing efforts to create a more balanced financing and delivery system. A table summarizes the home and community-based services system in each of the states. The case studies suggest at least five key issues for other states, Area Agencies on Aging, providers and consumers that are interested in reform. Housing Advanced Strategies Teleconference: December 17, 2004

All CMS Real Choice housing grantee were invited to participate in this conference call in an effort to share the model of integrating services within a public housing setting. The call included presenters from the Housing Authority of City of Milwaukee & the Milwaukee County Department on Aging. The presentation focused on the Lapham Park Venture, a collaboration of partner agencies who provide a continuum of care for residents. This entry contains meeting notes and questions & answers.

The State of the States in Family Caregiver Support: A 50-State Study

This report focuses attention on a growing issue facing the nation: how to support & sustain those who are the cornerstone of our LTC system—the dedicated families & informal caregivers. This national study is the first to examine publicly funded caregiver support programs throughout all 50 states. The report identifies key findings, describes state approaches to providing caregiver support services, offers state-by-state profiles, pinpoints challenges, & expands recognition of caregiver needs.

Fall 2004 National MIG Conference - National Consortium for Health Systems Development

NCHSD held its 4th Annual National Fall Technical Assistance Conference for Medicaid Infrastructure Grantees. This year’s meeting featured pre-conference regional gatherings, a day-long session on building public-private partnerships with employers, updates from our CMS partners, and a series of state expert panel presentations. Promising Practices in Long Term Care Systems Reform: Common Factors of Systems Change

Medstat identified common factors of system change in a six-page brief, based on a review of organization transformation literature and, more importantly, the experiences of eight state long-term support systems that were the subject of a series of case studies on comprehensive system reform.

Long-Term Support Direct Care Arrangements in Wisconsin Counties: Survey Results, 2004

HUD 2005 Fair Market Rents - Housing Info Update #23

The Department of Housing and Urban Development (HUD) has published final FY 2005 Fair Market Rents (FMRs) that reflect the estimated 40th and 50th percentile rent levels trended to April 1, 2005. The FMRs determine the Section 8 payment amounts established by HUD for counties. FMRs apply to both renewal rents and initial rents for vouched programs. HUD is legally required to publish FMRs at least annually, adjusted to be effective on the first of October of each year.

State Policy in Practice... Global Budgeting: Promoting Flexible Funding to Support Long-Term Care Choices

Explores states’ use of “global budgeting” to promote a public policy of supporting consumers’ long-term care choices. Prepared for NJ policymakers, this report defines global budgeting in the context of long-term care, provides five state models, and offers lessons learned about determining what is “in the globe,” legislative and administrative language to advance it, and how it can be implemented. Funded by the NJ Department of Health and Senior Services.
