This report compares strategies of eight states engaged in strengthening consumer participation in long-term care (LTC) policy advocacy. The authors identify several tips for states to encourage consumer advocacy with the goals of increasing the efficacy and accountability of programs. This paper is part of a project funded by CMS to study ways to create a more equitable balance between Medicaid funds for LTC going to institutional services versus community-based supports.

This report provides recommendations for persons with Acquired Brain Injury (ABI) or Traumatic Brain Injury (TBI) to acquire and maintain employment in Oregon. Currently, the common program for people with TBI/ABI nationally is Vocational Rehabilitation. However, this report suggests expanding services by using a supported employment model with an interdisciplinary team. Major characteristics of this model include paid employment, integrated worksites and ongoing support.

In late 2007, the Center for State Health Policy surveyed 23 states that operate Medicaid waivers targeted to individuals with brain injuries. Data was obtained about the cost and number of individuals served by these waivers for the waiver years 2002 through 2006. Three states began waivers for those with brain injuries in 2002 or later, and 3 other states discontinued waivers in 2006. Every state except Arizona has multiple Medicaid 1915(c) home and community-based services (HCBS) waivers.

The purpose of this compendium is to establish baseline knowledge of the scope of assistive technology and home modification services that states make available to Medicaid-eligible adults. This study provides federal and state policymakers with basic information to inform planning and policy development. It also provides other stakeholders, including consumers, with valuable information about Medicaid State Plan and HCBS waiver.

This study evaluates the efficacy of applying standard market study methodologies and benchmarks for assisted living to rural markets and identifies factors that may contribute to the success of assisted living residences in rural markets. Written as part of the Coming Home Program, this publication offers ideas about how states with comparable policy environments should make allowances for more acute resident profiles, a more Medicaid-based payment mix, and higher market capture rates.

This study examines dynamics affecting the direct-care workforce in Vermont. It found that only one third of those workers have employer-sponsored health insurance, one half of those surveyed expected to receive a raise, and 42% received formal job training. The report includes nine recommendations to strengthen the state’s direct-care workforce. In addition, the appendices include original surveys given to employers and direct-care workers.

This report details the state-by-state impacts of seven regulations issued by the CMS that would make major wide-ranging changes. Areas affected include cost limits for public providers, graduate medical education, outpatient hospital services, provider taxes, rehabilitative services, school administration and transportation services, and case management services. The Compendium contains basic information about each of the Real Choice Systems Change Grantees receiving awards in FY 2004. It includes information for the Family-to-Family and Systems Transformation Grantees who received awards in FY 2005 and FY 2006 plus the Person-Centered Planning Implementation awards in FY 2007. This report by the GAO reviewed the extent to which HHS ensured that Section 1115 Waiver demonstrations will be budget neutral to the federal government and maintain Medicaid’s fiscal integrity. Specifically, the report examined the projected spending associated with two waivers granted to Florida and Vermont.
