Wisconsin uses MIG funds to increase integrated employment using strategies such as vocational planning, peer support, social enterprises, and self-employment. Medicaid Long Term Care Expenditures FY 2007

This memorandum presents data on Medicaid long-term care expenditures in Federal Fiscal Year 2007 (Oct 2006-Sept 2007). Table 1 presents national data on Medicaid expenditures for Long-Term Care from 1995-2007. Other tables present state-by-state data for Nursing Homes, ICF/MR, Personal Care, HCBS Waivers, Home Health, Home Care, 1115 Waivers focused on HCBS, and other Medicaid services.

Effect of Benefits Counseling Services on Employment Outcomes for People with Psychiatric Disabilities

For people with psychiatric disabilities that receive SSDI and/or SSI in Vermont, benefits counseling was found to improve earnings by $1,256 annually. The authors found that this form of support helps overcome significant barriers to employment, such as a fear of a loss of benefits resulting from increased earnings. This article was published in the Psychiatric Services Journal.

Vermont’s Medicaid Buy-In Program: Preliminary Cost-Benefit Analysis

Use this presentation to learn how VT has measured the effectiveness of the Working People with Disabilities program. The primary cost measured was money spent on Medicaid claims and benefits counseling. This was compared with the earnings increases experienced by individuals in the program. The analysis found that every $1 spent on new Medicaid claims and benefits counseling, participant earnings increased by $1.23.

Vermont Works: Vermont’s Strategic Plan to Create Comprehensive Employment Opportunities for People with Disabilities

A 50% increase in the employment rate and average earnings of people with disabilities are the ultimate goals of the “Vermont Works” program. Seven goals and associated strategic initiatives are presented in this plan to achieve those outcomes. The document is the product of two parallel planning processes. One focused broadly on barriers to community inclusion and the second specifically targeted employment supports.

Flexible Choices (a Cash & Counseling program) is a consumer or surrogate directed home and community based option. The program offers consumers a cash-value allowance with which to purchase their care. Working with a consultant the individual develops a budget which details expenditure of the allowance. This procedure from the Vermont’s LTC program manual details what is allowable for purchase. As states consider the idea of allowing purchased goods and services, this list serves as a guide.
