The MetLife Market Survey of Adult Day Services & Home Care Costs

Since 2002, MetLife Mature Market Institute has gathered data on the costs of long-term care in institutional and community-based settings. This 2008 report looks at home care and adult day services. Costs are broken down by state, metropolitan statistical area (MSA), and “rest of state,” or areas not in a MSA. Home care costs are measured in hourly private pay rates, and adult day costs are measured in daily private pay rates.

Working Well Website & Issue Briefs – Texas

Working Well, the Texas Demonstration to Maintain Independence and Employment, tests whether health and employment-related services can prevent workers with serious health issues from becoming disabled and dependent on federal benefits. These Issue Briefs introduce the program and present participant data. Brief 3 examines healthcare support workers participating in the project who are at risk for becoming disabled themselves. The website has participant stories and further project information.

What Is the Demonstration to Maintain Independence and Employment (DMIE) and Who is Participating?

The DMIE awards funds to states to develop, implement, and evaluate interventions that are intended to improve health care coverage and employment services for working adults with potentially disabling conditions. It allows states to offer Medicaid-equivalent coverage, employment support, and case management services in order to sustain employment. This issue brief reviews the rationale for the DMIE, the interventions of the four most recent states, evaluation, and information dissemination.

Improving Quality Assurance/Quality Improvement (QA/QI) Systems for Home and Community-Based Services: Experience of the FY 2003 and FY 2004 Grantees

The purpose of this report is to inform the efforts of states that are trying to develop and improve QA/QI systems by describing and analyzing how selected Systems Change Grantees went through this process. The initiatives examined fall into six categories: administrative technology and information technology; standards for services; discovery; remediation; workforce; and public information.

HHS Announces $36 Million to Help Older Americans and Veterans Remain Independent

The Department of Health and Human Services announces $36 million in new grant programs to 28 states to help older Americans, veterans, and people with Alzheimer’s disease to remain in their homes and communities. About $19 million of this involves a collaboration between the Administration on Aging and the Department of Veterans Affairs. The grants are designed to reach people who are not eligible for Medicaid but are at high risk for nursing home placement and to spend-down to Medicaid.

Medicaid Long Term Care Expenditures FY 2007

This memorandum presents data on Medicaid long-term care expenditures in Federal Fiscal Year 2007 (Oct 2006-Sept 2007). Table 1 presents national data on Medicaid expenditures for Long-Term Care from 1995-2007. Other tables present state-by-state data for Nursing Homes, ICF/MR, Personal Care, HCBS Waivers, Home Health, Home Care, 1115 Waivers focused on HCBS, and other Medicaid services.

Enduring Changes of the FY 2001 and FY 2002 Nursing Facility Transition Grantees

This publication provides a summary overview of the accomplishments and enduring changes brought about by all of the Systems Change NFT Grantees Despite bringing about many enduring systems improvements, Grantees reported that many transition barriers remain. Grantees made recommendations to help states address continuing barriers to nursing facility transition and diversion so that no one need live in a nursing home simply because sufficient community services and supports are unavailable.

Customized Employment Employers and Workers: Creating a Competitive Edge

Since 2001, the U.S. Department of Labor has funded 20 Customized Employment and 6 Workforce Action demonstration projects to identify policy mechanisms that effectively support customized employment. This report gives the background, key findings, successful strategies, obstacles, and analysis of the different projects. The main work product is a set of local, state, and federal policy recommendations generated by the initiative.
