Since 2002, MetLife Mature Market Institute has gathered data on the costs of long-term care in institutional and community-based settings. This 2008 report looks at home care and adult day services. Costs are broken down by state, metropolitan statistical area (MSA), and “rest of state,” or areas not in a MSA. Home care costs are measured in hourly private pay rates, and adult day costs are measured in daily private pay rates.

The Department of Health and Human Services announces $36 million in new grant programs to 28 states to help older Americans, veterans, and people with Alzheimer’s disease to remain in their homes and communities. This memorandum and tables present data on Medicaid 1915(c) Home and Community-Based Services (HCBS) waiver expenditures from Federal Fiscal Years 2002 through 2007. Each HCBS waiver is classified by population served in order to show the distribution of HCBS waiver expenditures across long term care populations.

Prior to this bill mandating improved access to home and community-based long-term care (LTC) services, Tennessee was paying 98% of LTC funds to nursing homes. The act rebalances funding allocation and creates a single point of entry for older adults seeking LTC. It also supports diversion from and transition out of institutions through HCBS counseling and improved needs assessment. It was signed into law 06/17/2008.
