Systems Change Grants for Community Living: Compendium Second Edition

The Compendium contains basic information about each of the Systems Change Grantees. Each section is alphabetical by state. Information for each state includes: the name of the grantee organization, the title of the grant, the type of grant, the amount awarded and fiscal year awarded, the primary contacts for each grant, the target populations to be served under the grant, the primary goals and activities of each grant project, and a brief description of the grant activities.

The States\' Response to the Olmstead Decision: How Are States Complying?

State legislatures continue to face the challenges presented by the Supreme Court's 1999 ruling in L.C. & E.W. v. Olmstead. State Long-Term Care: Recent Developments and Policy Decisions, 2002 & 2003

In these reports, the National Conference of State Legislatures (NCSL) traces the budget issues that states confronted in 2002 & 2003 and examines how they addressed those issues. The report also describes long-term care legislation enacted in 2002 & 2003 and long-term care planning work that is under way in many states.

Medicaid HCBS Waiver Expenditures,FY1995-2001

The accompanying two tables and two graphs present data on Medicaid 1915(c) Home and Community-Based Services (HCBS) waiver expenditures from Federal Fiscal Years 1995 through 2001. This is the second annual memo we have produced on Medicaid spending for individual HCBS waivers. As we did last year, we have classified each waiver by target population to present information on the distribution of HCBS waiver expenditures across long term care populations.

Medicaid Long Term Care Expenditures, FY2001

The data presented in these files is based upon HCFA reports which states submit to the Centers for Medicare and Medicaid Services (CMS). The HCFA 64 report is the form used by the states to claim Federal Financial Participation (FFP) for state Medicaid outlays, and is audited by the Federal government. It is therefore considered one of the more reliable sources of information on state Medicaid spending.

Real Choice Systems Grant Program: First Year Report (10/1/01-9/30/02)

The Formative Evaluation of the Real Choice Systems Change Grants evaluates how the Systems Change grantees are progressing towards meeting their goals. The Formative Evaluation identifies problems faced by the grantees and ways that they deal with the problems. The purpose of this report is to describe the progress fiscal year (FY) 2001 Grantees have made on their activities during the first year of the three-year Grant period (October 1, 2001 through September 30, 2002.)
