A new site from the Paraprofessional Healthcare Institute, the Health Care for Health Care Workers (HCHCW) initiative houses information about the widespread lack of health care coverage among direct-care workers. The number of uninsured is rising while demand for direct care grows and HCHCW is working to reverse that trend. Granite State Independent Living (GSIL) in New Hampshire provides a Personal Care Services (PCS) program. This service is part of the Home and Community Based Care/ Elderly and Chronically Ill Waiver (HCBC/ECI) program. As part of the PCS consumer-directed model, the program is designed to provide services that assist individuals to live in a community setting. This survey is used to determine satisfaction levels.

This Technical Assistance Manual was designed for New Hampshire to provide guidance on becoming a Certified Other Qualified Agency and a Medicaid HCBS-ECI Waiver Provider. The seven section report provides an overview of the long-term care service delivery system and the use of consumer-directed personal care services. There are additional suggestions for monitoring performance and marketing a Qualified Agency.

The Granite State Independent Living (GSIL) program has developed two great resources offered to providers of personal care and homemaking services. This employee handbook is intended to serve as a guideline, describing the policies and procedures of GSIL’s two Attendant Care Programs, the Personal Care Attendant (PCA) Program and the Personal Care Services (PCS) Program for consumers and employees. This State Policy in Practice brief describes the process of sustaining Connecticut's nursing home transition program. Connecticut focused on bringing key stakeholders (including consumers) together and building evaluation into their efforts to make the case for obtaining state funding for the transition program. This brief is intended to help state policy and program leaders, advocates, and providers learn from their peers and colleagues across the states.

This AARP Public Policy Institute Issue Paper examines the efforts of South Carolina, Washington and Wisconsin to improve home care quality by using a more person-centered approach. The initiatives described in this report point to the significant ongoing efforts that states are using to ensure quality care and support in the home. The challenge for state officials continues to be the creation of quality assurance systems that place consumer needs and goals for quality of life first.

The New Mexico legislature has passed the \"Money Follows the Person Act\" (MFP) allowing people with disabilities of all ages to choose community living. The passage of MFP dove-tails with federal legislation signed into law by President Bush in the Omnibus Budget bill. The New Mexico legislation will allow a person in a nursing facility to choose community living, and have the money that has supported the person in the facility to follow the person to the community.

Long-term care providers are often skeptical of the value of engaging in government workforce development initiatives. This Issue Brief examines the reluctance to invest and highlights five examples of successful partnerships between employers and workforce development networks. Partnerships are seeking to change business as usual to improve the quality of care, increase the supply of direct care workers and promote greater workforce stability through higher retention and lower turnover.

This report provides a comparison of Medicare, Medicaid and State Child Health Insurance Program provisions contained in the Deficit Reduction Act of 2005 (S. 1932) as amended and passed by the Senate.
