HHS Announces $36 Million to Help Older Americans and Veterans Remain Independent

The Department of Health and Human Services announces $36 million in new grant programs to 28 states to help older Americans, veterans, and people with Alzheimer’s disease to remain in their homes and communities. About $19 million of this involves a collaboration between the Administration on Aging and the Department of Veterans Affairs. The grants are designed to reach people who are not eligible for Medicaid but are at high risk for nursing home placement and to spend-down to Medicaid.

The Impact of Medical Benefits on the Los Angeles County IHSS Workforce: A Five-Year Study

In Los Angeles County, personal care workers (PCW) that meet eligibility requirements can receive healthcare benefits. Since 2003, the Personal Assistance Services Council (PASC) of L.A. Self-Directed Personal Assistance Services Program State Plan Option (Cash and Counseling) – Final Rule

A final rule that would allow more Medicaid beneficiaries to be in charge of their own personal assistance services, including personal care services, instead of having those services directed by an agency, was published in the Oct 3, 2008 Federal Register. The rule, effective Nov. 3, 2008, guides states that wish to allow beneficiaries who need help with activities of daily living to hire, direct, train or fire their own personal care, workers including qualified family members.

2008 Reinventing Quality Conference – Presentation Materials

This annual conference focuses on quality of services for people with developmental disabilities. Held Aug. 10-12 in Baltimore, this year’s conference featured agencies that have implemented person-centered planning and individualized support structures. One highlight was individuals who have developed their own micro-enterprises. In addition, innovations in policies, systems issues, and quality assurance methodologies were presented.

Recommendations for Establishing a Credentialing System for Iowa’s Direct Care Workforce

Direct care worker (DCW) training and education are challenging issues in all states. Iowa set up a taskforce to review existing requirements, streamline the process of training and education, and to establish a DCW registry by expanding the Iowa Nurse Aide Registry. The taskforce recommends classifying DCWs by function (rather than setting or population served) and developing a governing body, a single approved curriculum, and a certification system for all DCWs.
