Should Government Subsidize Caregiver Wages? Some Evidence on Worker Turnover and the Cost of Long-Term Care in Group Homes for Persons With Developmental Disabilities

Detailed data on community-based residential services providers indicated a high worker turnover for long-term care costs. The findings indicated that providers were unlikely to reduce turnover on their own, since its associated costs were either tolerably small or borne by others. An analysis indicated that it was socially beneficial for the government to reduce turnover through wage subsidization in this sector.

CMS letter to State Medicaid Directors: The Affordable Care Act Maintenance of Effort (MOE)

This letter provides guidance on state flexibility to make changes to their home and community-based services (HCBS) programs while complying with the maintenance of effort (MOE) provision of the Affordable Care Act. Providing Support to Individuals and Their Family Caregivers

Adult day services (ADS) centers are a key provider of long-term care services. As well as providing direct service, they benefit family caregivers by enabling them to remain in the workforce or receive needed respite. Data was collected and analyzed from a representative sample of centers, focusing on the characteristics of services, profile of participants, and the range of services offered. The study provides a picture of current adult day services and offers a look to the future.

Cutting Medicaid: Harming Seniors and People with Disabilities

This report provides data on Medicaid's role in financing long-term care, including serving as the primary payer for an estimated 63.6% of all nursing home residents. Congress recently offered an array of proposals that would significantly cut the Medicaid program. These proposals include converting the program into a block grant with straightforward cuts and global caps on spending. The latest proposal enables the states to significantly reduce Medicaid eligibility and enrollment.

Adults with disabilities have diverse, complex, and expensive needs for health care services, costing the health care system $398 billion in 2006. This group, which represented 14 percent of the adult population in 2008, will grow larger in the future. This report discusses study designs and outcome measures that can be used to address different comparative research questions. Policymakers, practitioners, and the public need a better understanding of what works for study designs.

A national survey of over 10,000 local governments follows up on a 2005 survey of aging communities across the nation. This report highlights 11 distinct transportation options important to older adults in local communities and underscores the importance of further outreach efforts to involve older adults in the planning process as only 30% of the communities surveyed had the direct involvement of older adults.
