An Inventory of Publicly Funded Participant-Directed Long-Term Services and Supports Programs in the United States

After a decade of changes in federal law, regulation, and policy designed to promote the growth of publicly funded participant-directed long-term services and supports (PD-LTSS) programs, the number of these programs has grown considerably. This article details the process for developing this data resource, describes some of the major characteristics of PD-LTSS programs in the United States, and discusses possible implications and areas for future research.

Transitioning Long Term Services and Supports Providers Into Managed Care Programs

This paper identifies the concerns and considerations in transitioning traditional LTSS providers from fee-to-service models to a managed care program.The findings of the study are based on qualitative interviews conducted with a variety of stakeholders, including state Medicaid program officials, representatives from managed care companies, LTSS providers, LTSS provider associations, and private consultants.

Raising Expectations, 2014: A State Scorecard on Long-Term Services and Supports for Older Adults, People with Physical Disabilities, and Family Caregivers

This State Long-Term Services and Supports (LTSS) Scorecard is a multidimensional approach to measure state-level performance of LTSS systems that assist older people, adults with disabilities, and their family caregivers. This second edition of the State LTSS Scorecard measures LTSS system performance across five key dimensions: affordability and access; choice of setting and provider; quality of life and quality of care; support for family caregivers; and effective transitions.

Report to the Congress on Medicaid and CHIP June 2014

Medicaid LTSS is not a system that was purposefully built, but rather one that evolved over time out of legacy programs that were designed to meet the needs of different populations, differing state approaches to policy, court decisions, client advocacy, and changing ideas about where and how LTSS should be provided. MACPAC’s future work on Medicaid LTSS will focus on building a better understanding and moving policy in the direction of a more efficient and effective system of LTSS.

Strengthening Long-Term Services and Supports: A Tool to Assess and Improve Medicaid Managed Care

This tool promotes consumer-focused MLTSS by making it easier to identify weaknesses and promote better practices. The tool combines a checklist for assessing MLTSS with examples of practices, policies or contract language that implement the criteria.

Pathways to Employment: A National Survey of Adults with Intellectual Disabilities

The employment rate for adults with intellectual disabilities (ID) has remained stable during the recent decades, despite investment from the federal government. This study aimed to identify characteristics of adults with ID who are employed and to understand the paths towards employment for these individuals. Results show several characteristics are associated with greater likelihood of employment, including younger age, early work experience, and higher levels of adaptive behavior.

Leveraging New Rules to Advance New Opportunities: Implications of the Rehabilitation Act Section 503 New Rules for Employment Service Providers

The supports and resources around the Section 503 new rules are mainly directed toward employers who are federal contractors. Yet, these new rules could also have significant impacts on employment service providers (ESPs) who work with individuals with disabilities, offering new opportunities for them to build partnerships, expand services, and create talent pipelines. The purpose of this article is to enable ESPs to prepare for the implementation of the new Section 503 rules.

Workplace Accommodation Among Persons with Disabilities: A Systematic Review of Its Effectiveness and Barriers or Facilitators

A systematic review was conducted to review the effectiveness of workplace accommodation (WA) regarding employment, work ability, and cost-benefit among disabled people. There was moderate evidence that specific types of WA (vocational counselling and guidance, education and self-advocacy, help of others, changes in work schedules, work organization, and special transportation) promote employment among physically disabled persons and reduce costs.
