This Primer is a design guide for state policy makers who are considering acuity-based resource allocation. Included in the report is: background information on different HCBS case mix approaches, the steps in the development of a case-mix resource allocation system, essential decision points to consider during the state policy development process, and best practice recommendations. This Primer is recommended as a tool for policy makers, state staff, and stakeholders.

The Integrated Care Resource Center released a brief that offers tips for engaging providers in integrated care programs for Medicare-Medicaid enrollees. Integrated care programs are successful when a broad spectrum of providers are engaged in the process. This brief provides states with tips on how to engage physicians, hospitals, nursing facilities, and community-based service providers that serve Medicare and Medicaid enrollees.

These documents are summaries of Key Provisions in the “Patient Protection and Affordable Care Act” (HR 3590) as amended by the “Health Care and Education Reconciliation Act of 2010” (HR 4872). They offer comprehensive charts with analyses and information about rulemaking from the Affordable Care Act.

The Milbank Memorial Fund released a new study, the Role of State Medicaid Directors: A Leadership Imperative. This study was authored by Andy Allison, a former Kansas and Arkansas Medicaid Director. The study focuses on the current climate of Medicaid policy, organizations and leadership. There is a specific focus on how the administration is structured for Medicaid in the states and the adequacy of state investments in the role and compensation of these leaders.

The United States Departments of Health and Human Services and Education released a policy statement on September 14, 2015, that declares that all children with disabilities should be allowed access to "inclusive high-quality" early childhood programs, "where they are provided with individualized and appropriate support in meeting high expectations." Presently, children with disabilities and their families face difficulties in accessing these programs that are available for their peers.

The results of the annual survey represent a snapshot of the current status of state government employees, the agencies that administer the programs, and the services that are provided. The 2015 survey revealed that states are continuing to address the same underlying challenges discussed in the previous reports.The report also includes summary tables that outline specific information about each individual state agency and LTSS program. The Center for Health Care Strategies released a brief, funded by the Commonwealth Fund, that examined member engagement approaches used by participating health plans in Promoting Integrated Direct Care for Eligibles (PRIDE). The brief highlights promising strategies for providing Medicare-Medicaid enrollees with complex medical, behavioral health, and social service needs. There is a specific emphasis on the approaches to building trusting relationships with members.

To mark the 25th anniversary of the Americans with Disabilities Act, The Association of University Centers on Disabilities (AUCD) and the American Association on Intellectual and Developmental Disabilities (AAIDD) released a memo and report on the status of community living over the past 50 years. The report uses these findings to offer recommendations for improvement of services, access, opportunity, and support for for the next 25 years.
