Are you looking for a toolkit that provides practical guidelines, recommendations and checklists to enhance the capacity to create and sustain partnerships with individuals with disabilities? This toolkit presents ideas, techniques and mechanisms that may be useful to state policymakers in developing and establishing working partnerships with consumers.

The purpose of this toolkit (consisting of a DVD and guidebook) is to illustrate the importance of the perspectives that youth and young adults bring and to provide information and tools that help to effectively include them in addressing the challenges of transitioning to adulthood and increased independence. The DVD provides human stories regarding key components of living independently in the community. The Guidebook provides discussion questions by topic for each of the target audiences.

Meant for individuals with disabilities and entities that have obligations under disabilities law, the handbook provides basic information about disability rights and resources for finding out more. The book is in a Q and A format while the website is organized by topic. Employment, services and programs, public accommodations, housing, education, transportation, and technology and communications are all discussed.

This report describes recent progress in moving state developmental disability systems using HCBS 1915 (c) waivers toward greater efficiency and equity, in the context of pressing issues in the field. It is important to note that these initiatives could be equally well applied to other Medicaid waiver populations.

This paper summarizes the strategic framework HSRI has developed to achieve needed system improvements; and ten common issues or concerns that states have encountered throughout the process to develop individual or level-based budget allocation models, and examples of how states have addressed each issue.

This brief, the third and final in a series, offers information on how services and supports delivered by peer providers could be financed through state and federal programs. Review approaches to different financing strategies for services rendered by Consumer Operated Service Programs (COSPs) and peer providers in traditional mental health agencies. It discusses approaches to introducing the concept of peer providers to agencies, strategies for addressing staff attitudes regarding peer providers, supervising peer providers, liability and risk management, and other pressing issues for agencies that employ peer providers.
