Strengthening the HCBS Ecosystem – Responding to Dangers of Congregate Settings during COVID-19

This report examines weaknesses in the home and community-based services ecosystem and outlines a roadmap to expand community living options that meet the needs of people with disabilities. The report builds upon findings in NCD’s 2021 Progress Report: The Impacts of COVID-19 on People with Disabilities (2021) and Deinstitutionalization: Unfinished Business (2012) and illustrates how each piece of the HCBS ecosystem must operate at full capacity to ensure that appropriate community living options and support systems remain available to the disabilities community.

The Impact of the Affordable Care Act: A 2015 Status Report

The National Council on Disability (NCD) released a new report on implementation of the Affordable Care Act (ACA) and disabilities. This is the second of three reports on the subject. This report includes a review of the literature that studies the impact of ACA implementation on people with disabilities, qualitative interviews with key informants from ten states, an analysis of the ACA implementation choices seen in many states, and recommendations for future research on this topic.

Implementing the Affordable Care Act: A Roadmap for People with Disabilities

The National Council on Disability released a new report on implementation of the Affordable Care Act (ACA) and disabilities. This is the first of three reports on the subject. While the Affordable Care Act is a significant piece of legislation, people with disabilities were largely left outside of the policy conversation. This report is meant to serve as a "roadmap" for people with disabilities and how it will affect them depending on how it is implemented.

National Disability Policy: A Progress Report

In honor of the 25th anniversary of the Americans with Disabilities Act (ADA), this annual report focuses on how the ADA and other federal legislation has been implemented by five different state and local agencies. The report examines employment, education, health care, transportation, and housing to demonstrate the importance of the federal legislation and disability advocates. The report also offers recommendations to inform policymakers on changes to be made in the future legislation.

Transportation Update: Where We've Gone and What We've Learned

In 2005, the National Council on Disability published "The Current State of Transportation For People With Disabilities in the United States," a major transportation overview report. This report examines what has changed since the writing of the previous report. The report focuses on surface transportation and addresses accessibility-related progress as well as problems. The report also makes recommendations to Congress and the Executive Branch designed to improve federal collaborative efforts.

Home and Community-Based Services: Creating Systems for Success at Home, at Work and in the Community

This report offers recommendations for federal and state entities from a thorough review of the legal and regulatory home and community-based services (HCBS) framework outlined by the Americans with Disabilities Act and new HCBS regulations. The bearing of setting size and configuration on the quality of supports and services received by people with intellectual and developmental disabilities and individuals with mental health disabilities in home and community-based arrangements is the focus.
