Medicaid Infrastructure Grant (MIG)

In February 2006, a Round Table Discussion Meeting was held in Oregon to identify and analyze policies and strategies that maintain or increase the availability of supported employment services to persons with developmental disabilities. The meeting focused on how such services may be preserved and expanded in Oregon, but in addition, national perspectives on supported employment were discussed. The discussion report, evaluation and graphic facilitation of the Round Table are included.

This MIG project is focused on assisting individuals with disabilities to become gainfully employed. Included are work products from CES including: a resource mapping project on the availability of employment related services and supports, summaries of findings from focus groups regarding the rehabilitation needs of un-served and under-served populations, and a summary of input gathered from employer focus groups.

The New Jersey Department of Human Services created this report to design and implement services that support individuals with disabilities as they secure and sustain employment in an integrated setting. The project developed a five-year transportation plan to identify and document transportation barriers to work for people with disabilities and made recommendations related to addressing the barriers and providing enhanced transportation services in a variety of settings throughout the state.

CMS was soliciting proposals to develop the infrastructure to support competitive employment opportunities for people with disabilities. Funding is intended to facilitate enhancements to state Medicaid programs and services, to promote linkages between Medicaid and other employment-related service agencies, and to develop a comprehensive system of employment supports. The demonstration period runs Jan–Dec 2008. This prior solicitation acts as a resource for terms, conditions and guidance.

New Jersey WorkAbility was implemented in February 2001 and extends basic Medicaid coverage to working-age residents who are employed, have a permanent disability, and have income and asset levels below specified thresholds. Youth Employment Solutions – Project YES! – is a systems change project funded by the Nebraska Health and Human Services System through Nebraska’s Medicaid Infrastructure Grant. The purpose of Project YES! is to increase the competitive employment of Nebraska’s SSI, SSDI, and CDB eligible youth in transition.
