Medicaid Infrastructure Grant (MIG)

How are states incorporating the needs of people with disabilities into career and job fairs? The State of Maryland created the Employ-Able Disability Career Fair, which was incorporated into the state’s annual World of Possibilities Expo, with the goal of helping to bring more employment opportunities to the disabilities community and returning disabled veterans by linking employers with job seekers. How well is the state of Indiana’s Information Network (BIN) program satisfying participant needs? Funded in part, by the Indiana Medicaid Infrastructure Grant, BIN was set up to create a network between all the benefits counselors and providers to improve the use of federal and state work incentives. By exploring the number of cases per region, as well as work incentives used and recommended, this survey could serve as a guide for other states, with similar goals.

This is an analytical tool developed in 2009 by the National Consortium for Health Systems Development (NCHSD), in collaboration with CMS, to help states determine if they are eligible for a Medicaid Infrastructure Grant (MIG). This tool also includes links to more detailed information found in the 2008 MIG Solicitation document.

Here is a snapshot of the program , seven years after implementation. The report introduces the grants, their assessment process, profiles funding recipients, and measures how well the program protects workers’ benefits and increases employment. Finally, recommendations for improving outcomes are provided.

Here is the strategic plan guiding a statewide public-private partnership meant to improve employment opportunities for people with disabilities. The document reviews the current state of employment, the planning process, mission, priorities, and implementation and evaluation plans.

Medicaid covers health and long-term care services for many millions of low-income Americans. Conversations were already underway at this event concerning the role of Medicaid as a vehicle for economic stimulus, and about health coverage expansion proposals, with particular discussion around the challenges facing states implementing the program in the recent economic downturn.

This document outlines a Forum Session which was sponsored by the National Health Policy Forum at George Washington University. The Forum topic focused on different state's approaches to managing overall long-term care spending, offering consumers broader access to home and community-based services, and coordinating long-term care services.

In this collection of informational materials, Ohio outlines what its Medicaid Buy-In for Workers with Disabilities (MBIWD) program is. Documents include an explanatory booklet, flyer and fact sheets. A website link with the government site that houses these documents, application forms and additional information is also included. While this material was intended for consumer use, it could serve as a guide to other states contemplating or running a similar MIG program.

This report provides an overview of the activities of n4a, in partnership with AoA and CMS, and the contracts provided to 31 community-based organizations to implement community-based low-income subsidy enrollment campaigns. It contains helpful information on outreach techniques, including how to reach specific populations, including low income and rural groups.
