Cash And Counseling Demonstration And Evaluation Focus Groups

In an effort to enhance marketing efforts and increase enrollment in the Cash & Counseling Demonstration and Evaluation (CCDE), the Robert Wood Johnson Foundation provided funding to conduct qualitative research (focus groups). Participants included staff members whose agencies have contracts with the Florida Dept. of Elder Affairs & Florida Dept. of Children and Families to provide case management and personal care services to eligible elders and adults under age 65 with physical disabilities.

Promising Practices in HCBS: Florida- Cash Allowances and Support Services for People with Disabilities

This report describes a Florida cash payment program, Consumer Directed Care, which is testing the effectiveness of increased participant control for people with disabilities, including children and older persons. Florida is part of a demonstration project to measure the impact of substituting a cash allowance for Medicaid services from provider agencies. This document provides information on the program implementation and impact.

Financing Long-Term Care For People With Disabilities--Policy Brief

Improving The Quality Of Medicaid Personal Assistance Through Consumer direction

This paper presents findings from the Cash & Counseling demonstration in Arkansas. The report shows results from a survey of 1,739 elderly and nonelderly adults. The results include that relative to agency-directed services, Cash and Counseling greatly improved satisfaction and reduced most unmet needs. Additional results and presented and discussed.

Lessons from the Implementation of Cash and Counseling in Arkansas, Florida, and New Jersey

Cash & Counseling provides a flexible monthly allowance (based on the consumer’s care plan or claims history) that consumers can use to hire their choice of workers, including family members, and to purchase other goods & services. A demonstration was implemented in three states-Arkansas, Florida, & New Jersey. Based on their experiences, this paper draws lessons on designing & implementing a Cash & Counseling program, to provide information useful to states thinking of adopting such a program.

Texoma Real Choice Program: System Navigators-Overview, Presentation, Forms and Survey

The Texoma Real Choice Program--a demonstration project made possible by a grant awarded to the Texas Health and Human Service Commission by the federal Centers for Medicare and Medicaid Services. The programs goal is to connect persons with disabilities to real service options with the help of system navigators available to assist people through systems and support groups. The below attachments are forms, surveys and other tools needed to implement the program.
