COVID-19 is a long-lasting and complex disaster situation involving a public health emergency and an economic crisis, with particularly acute impacts for older adults, people with disabilities, and others with certain health conditions. States are responding with changes in policies and procedures to ensure individuals have access to public benefit programs (e.g. Medicare Savings Programs, LIS/Extra Help, SNAP, and LIHEAP). ADvancing States has a new brief highlighting where states are with benefit access and enrollment since the onset of the COVID-19 pandemic. Results in the brief comes from the 2021 ADvancing States Membership Survey: COVID-19 Benefits Access and Enrollment, a follow-up to the 2020 survey.

The application for the next round of NCAPPS Technical Assistance is now available. Technical Assistance will be provided to up to ten States, Tribes, or Territories for up to 100 hours per year for up to two years. Technical assistance will help advance person-centered thinking, planning and practice to support people with disabilities and older adults with long-term service and support needs. Applications are due by July 30, 2021.

Providing telephone reassurance and check-in calls is one key strategy that is being widely used across the country. Programs are engaging volunteers and pulling in staff to meet the need for an increase in such check-in calls. Recognizing that certain conversation skills can help to build trust and deepen engagement, ADvancing States partnered with Emergency Design Collective to create a Conversation Tips Toolkit designed to support reassurance and check-in programs.

This issue brief explores adjustments that states have made to processing eligibility and enrollment for benefits access, including changes to application and supporting document requirements. Examples of opportunities and adjustments that states have made to ensure older adults and persons with disabilities have access to critical benefit programs during the pandemic are highlighted. Data and findings are drawn from the ADvancing States 2020 COVID-19 Membership Survey.

This survey identifies trends and issues in the Aging Network and looks at how AAAs are responding. This new report details the findings of the 2019 survey and includes information on staffing, funding, services, partnerships, and innovative programs. The report is accompanied by the AAA National Survey Report Toolkit.

This issue brief is the first publication from the Aging and Disabilities Technology Workgroup. The paper seeks to define key IT terms for agency staff and explain how they relate to the technology that is currently used in aging and disabilities services as well as emerging opportunities in the field.

The 2019 Transportation Trends Report reviews popular transportation matters and provides in-depth analysis of each transportation topic. This analysis includes a summary of the major challenges, information about related opportunities, and a case example.

This issue brief explores software systems that state aging and disability agencies use for resource databases and for client tracking, case management, and reporting. Data and findings are drawn from ADvancing States’ 2018 National Survey of Aging and Disability Information & Referral/Assistance (I&R/A) Agencies. This issue brief highlights responses from state agencies on aging and disability, though in some instances, data from all survey respondents is shared for comparison purposes.

The Home and Community Based Services (HCBS) Conference is hosted annually by ADvancing States (formerly known as NASUAD). This event highlights best practices from across the country in home and community-based services. The conference includes federal, state, and local policymakers as well as those who administer, manage, and deliver waiver and other HCBS programs. While faced with new challenges, reduced budgets, and growing populations requiring more services, states are stronger than ever, and the work they do is more effective than ever in reaching individuals and addressing their needs. The National Home and Community Based Services (HCBS) Conference 2018 highlights these achievements, allowing states to share best practices, present unique partnerships, and recognize the work of their peers.
