Intended to provide historical perspective on the federal government's involvement in the Cash & Counseling Demonstration and Evaluation as an example of the federal role in consumer direction, this article describes how previous research and analysis led to DALTCP's interest in sponsoring this social experiment.

This study of the Cash & Counseling demonstration program for adults in the three participating states examines how a new model of consumer-directed care changes the way that consumers with disabilities meet their personal care needs and how that affects their well-being. Demonstration enrollment, which occurred between December 1998 and July 2002, was open to interested beneficiaries who were eligible for PCS under their state Medicaid plan.

This presentation was given to state grantees via teleconference. The presentation highlights key steps in creating an operational protocol, including identifying eligibility requirements, communications and marketing work, and developing a budget amount.

This memo outlines the three provisions in the DRA of 2005 relating to the availability of federal Medicaid funds for the provision on Cash & Counseling and related non-institutional long-term care services to low-income elderly and low-income individuals with disabilities.

This presentation was part of the 2007 Government and Vendor Fiscal/Employer Agent Workshop. The presentation discusses some key activities related to F/EA quality management, including: implementing effective Medicaid provider agreements and administration contracts, conducting initial F/EA readiness/certification reviews, and implementing ongoing F/EA performance/recertification reviews and program participant, representative and worker satisfaction surveys.

A modest evaluation of the experience in Minnesota was included as part of their Cash & Counseling grant and this is the final report describing that qualitative evaluation.This report explores consumer and family member response to CDCS, presenting the results from key informant interviews held in 2007.
