Medicaid Expenditures for Long Term Services and Supports in FY 2013

The annual Medicaid Long Term Services and Supports expenditure report for FY 2013 is now available. The report includes Medicaid expenditures for all LTSS, including institutional and non-institutional settings, by service category and state. This year’s report shows that home and community-based services composed a majority of LTSS spending. Additionally, it explains the changes, summarizes the data, and describes national trends. There is also an infographic depicting the data from 2013.

nTIDE Jobs Report

The Bureau of Labor Statistics in collaboration with the Kessler Foundation published this month's National Trends on Disability Employment report (nTIDE). Each month this report is published to mark the changes of employment for people with disabilities. The last 11 months have been a period of job growth for Americans living with disabilities. This month showed a decline in employment statistics. Please note that these statistics are not seasonally adjusted.

Policy Statement on Inclusion of Children with Disabilities in Early Childhood Programs

The United States Departments of Health and Human Services and Education released a policy statement on September 14, 2015, that declares that all children with disabilities should be allowed access to "inclusive high-quality" early childhood programs, "where they are provided with individualized and appropriate support in meeting high expectations." Presently, children with disabilities and their families face difficulties in accessing these programs that are available for their peers.

2015 State of the States in Aging and Disabilities

The results of the annual survey represent a snapshot of the current status of state government employees, the agencies that administer the programs, and the services that are provided. The 2015 survey revealed that states are continuing to address the same underlying challenges discussed in the previous reports.The report also includes summary tables that outline specific information about each individual state agency and LTSS program. Accessible Transit Services for All

The Federal Transit Administration released a report that examines the accessibility, cost efficiency, and effectiveness of public transit for passengers with disabilities. The report provides an assessment of public transit and offers suggestions for improvements that align with the Americans with Disabilities Act standards. This report uses 12 case studies to analyze the state of current paratransit practices and highlight the most successful models.

Prevalence of Disability and Disability Type Among Adults- United States, 2013

The Centers for Disease Control and Prevention's (CDC) Morbidity and Mortality Weekly Report has released new data on prevalence of disability and disability type, from the Behavioral Risk Factor Surveillance System, a state-based health survey. This includes data by state, and data by disability type that is based on functional categories. The main finding showed that "1 in 5 adults or over 53 million" Americans live with a disability.

National Disability Policy: A Progress Report

In honor of the 25th anniversary of the Americans with Disabilities Act (ADA), this annual report focuses on how the ADA and other federal legislation has been implemented by five different state and local agencies. The report examines employment, education, health care, transportation, and housing to demonstrate the importance of the federal legislation and disability advocates. The report also offers recommendations to inform policymakers on changes to be made in the future legislation.

How MCOs can Improve Outcomes and Reduce Costs of Care for Older Adults and Members with Disabilities

The white paper examines the impact that managed care organizations can have on cost and quality of care for older adults and people with disabilities. The National Council on Disability found that MCOs can lower the costs of services for these populations. However, MCOs must face the challenge of training staff on person-centered planning and competency for the quality of care to genuinely increase. This provides an analysis of the positives and negatives of MCOs and where to move from here.

Principles for Improving Financing and Delivery of Long Term Services and Supports and Vision of a Better Future for People Needing Long Term Services and Supports

Convergence Center for Policy Resolution and the Long Term Care Financing Collaborative released two papers regarding the affordability and vision for delivery of long term care in the United States. The papers reflect the idea that the role of families and communities must be recognized when delivering long term services and supports. Additionally, giving elders the ability to finance their own care increases independence and autonomy and allows for support of family members and communities.
