Fiscal Intermediary

This presentation was part of the 2007 Government and Vendor Fiscal/Employer Agent Workshop. This presentation provided an update on policies regarding self-direction, with an emphasis on those related to fiscal management activities. The session also answered some of the more frequently asked questions and explored some of the differences between section 1915(c) waiver programs and the new State Plan options for self-directed services.

This report describes the design and implementation of the Consumer-Directed Care Research Project (CDC) and draws lessons from the state's experience. The report is based primarily on in-person interviews conducted in January 2002, about 18 months after the project began enrolling beneficiaries.

Soliciting proposals from qualified organizations to obtain necessary start-up funds in order to become fiscal/employer agents for a Medicaid Cash & Counseling program (PersonalChoice) for adults with disabilities and elders. Such services are expected to be provided on behalf of approximately 450 such Medicaid recipients by the end of the project in September 2007.

The presentations given by West Virginia, New Mexico, and New Jersey representatives explore the benefits and challenges of providing supportive and F/EA services under one umbrella organization versus providing them through separate vendor entities.

Materials include key talking points, a news release, a postcard, a kiosk card, a short quiz, and a brief description of CDCS services.
