HCBS Conference 2017- Presentations

While faced with new challenges, reduced budgets, and growing populations requiring more services, states are stronger than ever, and the work they do is more effective than ever in reaching individuals and addressing their needs. The National Home and Community Based Services (HCBS) Conference 2017 highlights these achievements, allowing states to share best practices, present unique partnerships, and recognize the work of their peers.

National Survey of Area Agencies on Aging 2017

A national survey of Area Agencies on Aging is conducted every two to three years. The National Association of Area Agencies on Aging (n4a) has released their 2017 survey report. They surveyed 622 Area Agencies on Aging (AAAs), with 412 completing the survey, to discover what services they commonly offer, how AAAs address funding, and what their policy priorities are.

The Changing Landscape of Aging and Disability Information and Referral/Assistance: 2015 Survey of Aging and Disability I&R/A Agencies

This report captures the current state of I&R/A service provision, including trends and developments, challenges and opportunities, and promising practices, through survey responses provided by representatives from state agencies on aging and disability, Area Agencies on Aging, Aging and Disability Resource Centers, Centers for Independent Living, non-profit human service organizations and national organizations.

How States Can Support and Aging Population: Actions Policy Makers Can Take

Milbank Memorial Fund’s Reforming States Group partnered with The New York Academy of Medicine to develop sessions focused on some of the major challenges and opportunities facing states as they work to support an aging population. This report provides a review of the issues discussed at the meetings, as well as recommendations for state policy interventions. The report also focuses on topics of specific interest to state leaders: age-friendly communities; LTSS and workforce.

Financing Transition Services When Everyone is the "Payer of Last Resort"

The Employment Policy and Measurement Rehabilitation Research and Training Center, with funding from the National Institute on Disability and Rehabilitation Research, published a report on financing transition services. Multiple funding streams, or braiding of resources, are used to fund the services and supports available for transition-age youth seeking employment or higher education. This report examines who the payers of last resort are based on different regulatory and legal requirements.

Fostering Person-Centered Supports and Services in Michigan's Nursing Homes

As part of PHI's One Vision: Moving Forward project, Michigan long-term care stakeholders discussed the potential use of Medicaid financial incentives to encourage person-centered care in nursing homes.The resulting publication outlines the ideas and recommendations produced by the discussion. The stakeholders primarily considered metrics, such as resident and staff satisfaction, that could be used to quantify nursing homes' commitment to person-centeredness.

MLTSS Care Coordination and Ombudsman Case Studies

Community-based organizations will be notably impacted by States' implementation of MLTSS programs. Case studies on ombudsman programs and care/service coordination–culled from the MLTSS intensive at the 2013 HCBS Conference–complement the issue brief on CBO readiness. The ombudsman case studies highlight activities in Wisconsin, Hawaii, & Minnesota, while the care/service coordination case studies discuss CBO experiences in Massachusetts & Ohio. Both studies feature successful CBO practices.

Training Requirements for Personal Care Attendants

This is a summary of the results of a mini-survey conducted in January 2012. The purpose of this survey was to gain insight on different states’ requirements for Medicaid-funded personal care attendants (PCAs). The results from 24 respondent states showed variation in requirements, from required background checks to CPR training and other educational and health requirements.
