This document descibes a project in Idaho that designs and implements a system for delivering quality services that will: Improve the quality of services for people with developmental disabilities and mental illness; Provide the right services, at the right time, in the right setting, in the most cost-effective manner to enhance greater health, promote recovery, self determination, and independence for consumers; Manage the growth of Medicaid spending.

The Aged and Disabled Medicaid Waiver program in Nebraska is a service system based upon the belief that people with care needs should have options for receiving services. After thorough needs identification and service planning, eligible persons are offered the choice of receiving home and community-based services or entering a nursing home. This waiver allows Medicaid money to be used to purchase services that are not usually considered \"medical\".

Rehabilitation Services operates five integrated and interdependent programs that share a primary goal -- to help people with disabilites to become fully productive members of society by achieving independence and meaningful employment.
