This report and tables present Medicaid 1915(c) Home and Community-Based Services (HCBS) Waiver expenditures data from Federal Fiscal Years 2003 through 2008. Each HCBS waiver is classified by population served in order to show the distribution of expenditures across long-term care populations. This report includes new target population categories to identify waivers that target particular developmental disabilities such as intellectual disabilities and autism spectrum disorders.

This report presents Medicaid long-term care expenditures data in Federal Fiscal Year 2008 (Oct 2007 - Sept 2008). Table 1 shows national data from 1996 - 2008. Other tables present state-by-state data for nursing homes, ICF/MR, state plan personal care, state plan home health, 1915(c) waivers, 1115 waivers that provide HCBS, and other Medicaid services.

Studies show that 70% of the uninsured children in the United States, approximately 5 million children, are eligible for Medicaid or the Children’s Health Insurance Program (CHIP) yet remain uninsured, despite varying State outreach efforts. Beginning in 2008, Maryland introduced Maryland Kids First Act, a new and innovative way to identify and enroll eligible children; through income tax filings. Preliminary efforts, results, and challenges are outlined here.

IPAWS is a modernization and integration of the nation’s alert and warning infrastructure. This paper serves to demonstrate how IPAWS addresses the challenges of reaching the whole community, including the 25% of our population who might need assistance. It offers evidence that while IPAWS doesn't solve all of the challenges, it can certainly mitigate them, particularly with greater stakeholder engagement and public awareness. Emerging technologies that could improve accessibility are reviewed.

The purpose of this toolkit (consisting of a DVD and guidebook) is to illustrate the importance of the perspectives that youth and young adults bring and to provide information and tools that help to effectively include them in addressing the challenges of transitioning to adulthood and increased independence. The DVD provides human stories regarding key components of living independently in the community. The Guidebook provides discussion questions by topic for each of the target audiences.

Transitioning from school to work for youth with disabilities can be a complicated process. Sponsored by TransCen and the Johnson Scholarship Foundation, these online modules are designed to provide an overview for these young adults in transition, with a focus on work-based experiences, empowerment, health and social service linkage, family supports and interagency collaboration.

Being part of campus life, taking classes, and learning to navigate a world of high expectations develops the skills needed for successful adult life. This brief presents: definitions of "postsecondary education" and "intellectual disability"; an overview of education options; research findings on education options and outcomes; recommendations for improving access; and a bibliography with a list of websites.

Young people and their families are in the best position to make choices about working when they have good information about the impact of work on benefits. The Social Security and Medicaid/MassHealth programs have work incentives that can help young people give work a try, and provide a “safety net” in case the job does not work out. The purpose of this booklet is to give families and professionals working with young people some practical, hands-on information about work incentives.

As part of these demonstrations, six successful interventions that overcome barriers to independent living and employment for young adults are studied in-depth. The first document gives detailed information on the design of the study's evaluation. The second summarizes the core components, services, and strategies of each demonstration project.

For many years, Section 1115 waivers have been used in the Medicaid program and the Children’s Health Insurance Program, to provide states an avenue to test and implement coverage approaches that do not meet federal program rules. While these waivers have facilitated important program evolutions over time, some have also raised issues. This brief reviews the experience of Section 1115 Medicaid and CHIP waivers and discusses issues for the Obama administration to consider for the future.
