You Have Some Very Good Choices in Living – Arkansas Options Counseling Booklet

This booklet, through Arkansas’ “Choices in Living” aging and disabilities resource center, profiles the home and community-based long-term care (LTC) options available in the state. Older adults, people with disabilities, families and support workers can determine which of the five profiled programs are best for them based on eligibility criteria and scope of coverage.

System and Impact Research and Technical Assistance for CMS FY2005, FY2006, and FY2007 Real Choice Systems Change (RCSC) Grants: Annual Report

This report presents findings from Oct ‘05 – Oct ‘07, which includes the first nine months of strategic planning for the FY05 and FY06 Systems Transformation (ST) Grants and the subsequent initial 15-months of implementation (through Oct ‘07) for the FY05 ST Grants. The report focuses primarily on documenting grantees' experiences during the start-up period and grantees' progress during early implementation and suggests early trends and findings.

How Can We Improve Long-Term Care Financing?

Families and government spend $200 billion annually on long-term care (LTC), yet many elderly and disabled people still do not receive needed care. This brief illustrates the flaws of the current LTC finance system and presents three potential solutions and some challenges and advantages of each option. The proposed solutions are: enhance private insurance; base public financing on social insurance rather than welfare; or meld private and public insurance.

Colorado Transportation Survey: Aging and Mobility - 2007

A survey of AARP members in CO provides insights into how and why seniors use public transport or drive, and how these habits affect their well-being. The survey showed a heavy reliance on cars for transportation and independence, even when public transport is available. People with multiple health and disability problems were most likely to be isolated and have few transportation alternatives. Data reports are available for the entire state and each of the four urban areas surveyed.

Residential Services for Persons with Developmental Disabilities: Status and Trends through 2007

This comprehensive report provides data and macro level analyses on public and private residential services. The Executive Summary and Section 3 compare Medicaid utilization and expenditures for home and community-based services with services provided in institutional settings. Data are also presented in state-by-state profiles. Past editions of this annual report dating from 2000 are available at the website provided.

Strains and Drains of Long-Term Care

The author of this policy brief presents his perspective on the future challenges of long-term care (LTC) in the U.S., with a focus on family caregivers, public policy, and funding. Noting the strain placed on caregivers and the market dynamics that discourage the purchase of LTC insurance, he encourages a broader role for the public sector. These include more funding for the National Family Caregiver Support Program and expanding Medicare to cover comprehensive LTC services.

A Balancing Act: State Long-Term Care Reform

This paper examines the extent to which states have balanced the delivery of Medicaid-funded LTC services and supports to people in their homes and in institutions. What is unique about this report is its primary focus on older people and adults with physical disabilities separate from other LTC populations, such as people with developmental disabilities. Alzheimer’s Disease Demonstration Grants to States (ADDGS) Projects – AoA Demonstration Grants

AoA announced the availability of $10,900,000 for two ADDGS Program Announcements: "Innovation Grants to Better Serve People with ADRD" and "Evidence-Based Intervention Translation Grants to Serve People with People with ADRD and their Caregivers." The goal is demonstrate how the Aging Services Network can effectively implement evidence-based service interventions that help people with ADRD to remain at home and in the community. Closing dates for applications are August 11th, 2008.

Nursing Home Diversion Modernization Grant including a Special Funding Opportunity to Serve Veterans: Grant Announcement

AoA announced $13 million to support state efforts to help individuals with long-term care needs to avoid unnecessary nursing home placement. This includes $10 Million for an AoA Nursing Home Diversion Modernization Grants Program and a special $3 Million funding opportunity made available by the Veterans Health Administration. Only State Units on Aging are eligible to apply, but must involve AAAs and community-based organizations in projects. The application deadline is August 14, 2008.
