2011 Executive Summary: Idaho's Personal Assistant Survey Results

The survey focused only on the Personal Assistant Workforce employed through the Center’s for Independent Living (CIL) Fiscal Intermediary (FI) programs at Disability Action Center Northwest (DACNW), Living Independence Network Corporation (LINC), and Living Independently For Everyone (LIFE). The major focus of this survey was to gather ideas and responses from personal assistants on ways to improve the retention rate in the FI In-home Personal Assistant (PAS) Workforce.

The Economic Security Database

Wider Opportunities for Women’s (WOW) database provides information on how much it costs for families & older adults to cover their most basic expenses: housing, food, and transportation. The Basic Economic Security Tables (BEST) Index and the Elder Economic Security Standard Index (Elder Index) measure the incomes workers & retired adults need to achieve economic security. Both measures use comprehensive definitions of economic security, presented at the state, county & city levels.

Work Incentives Planning and Assistance (WIPA) Program: Outcome and Evaluation Reports

Two reports look at costs, services, characteristics, and impacts of the Work Incentives Planning and Assistance program, which aims to inform beneficiaries with disabilities about work incentive programs, help them increase employment, and reduce their dependence on benefits. The program is serving a select group of beneficiaries who are actively working, seeking employment, using the SSA work incentive provisions, and leaving the disability rolls at relatively high rates.

Costs, Cuts, and Consequences: Charting a New Course for Working-Age People with Disabilities

Despite more than $428 billion in spending in FY2008 to assist working-age people with disabilities, services provided are often fragmented, confusing, & less effective than they could be. This brief explains how the government serves a caretaker role. Authors point out that this model runs contrary to the goal of maximizing self-sufficiency embraced by the Americans with Disabilities Act & fails to direct funds to help those with disabilities join, remain in, or return to the workforce.

Work Activity and Use of Employment Supports Under the Original Ticket to Work Regulations: Highlights of the Fifth Ticket to Work Evaluation Report

Summary presents key findings from a collection of nine studies conducted in 2009–2010, focusing on the employment efforts of working-age (age 18 to full retirement). Three of these reports concern TTW participants and program issues, while the other 6 are studies on more general topics related to beneficiary employment and SSA work supports. These nine studies constitute the fifth report of the Ticket to Work program evaluation.

How is the state of Virginia working to better understand its Medicaid program's efficacy? This report aims to develop a framework to understand the incentive effects of the Virginia Medicaid Works program that provides disabled Medicaid recipients the option to earn higher income while ensuring continued Medicaid coverage. By decoupling labor market decisions from Medicaid receipt, the primary objective of the Works program is to increase the employment and earnings of disabled recipients.

Effects on Beneficiary Employment and Earnings of a Graduated $1-for-$2 Benefit Offset for Social Security Disability Insurance

This study evaluated impacts on employment and earnings levels among people with disabilities of eliminating the cash cliff aspect of Social Security Disability Insurance, in which beneficiaries lose their entire cash benefit when their earnings become too high. Findings demonstrated that an SSDI offset can have a significant effect on the SGA earnings rate of beneficiaries, but that the effect may be limited to a subset of individuals, and may be enhanced when paired with healthcare protection.
