South Carolina Working Disabled - Brochures

Medicaid for the Working Disabled, South Carolina’s Buy-In program, helps people with disabilities retain healthcare benefits when they get a job or earn more money. The attached brochure highlights program details, eligibility requirements, and application information. It also lists the phone numbers of county DHHS offices. Also included is a handout for Self-Advocates that lists resources on Self-Determination.

Economic Impact of the Medicaid Buy-In Program for the Working Disabled

This report looks at the overall effect South Carolina’s Medicaid for the Working Disabled program has on the net state revenue. It also examines predicted impacts of changing program characteristics and eligibility requirements. The state data are compared to other states with Buy-In programs.

Customized Employment Employers and Workers: Creating a Competitive Edge

Since 2001, the U.S. Department of Labor has funded 20 Customized Employment and 6 Workforce Action demonstration projects to identify policy mechanisms that effectively support customized employment. This report gives the background, key findings, successful strategies, obstacles, and analysis of the different projects. The main work product is a set of local, state, and federal policy recommendations generated by the initiative.

Affordable Housing Financing and Subsidies: Resources for Programs Serving Workers with Disabilities

The first in a series on housing issues, this brief provides an overview of various federal and state housing financing programs that can be used to support low income workers with disabilities. The brief also summarizes the related nature of housing and employment services and the impacts of the current housing market on employees with disabilities. The series is meant to provide information to MIG grantees and help them create linkages with agencies providing direct housing services.

Tennessee Long-Term Care Community Choices Act of 2008

Prior to this bill mandating improved access to home and community-based long-term care (LTC) services, Tennessee was paying 98% of LTC funds to nursing homes. The act rebalances funding allocation and creates a single point of entry for older adults seeking LTC. It also supports diversion from and transition out of institutions through HCBS counseling and improved needs assessment. It was signed into law 06/17/2008.

The Supplemental Appropriations Act, 2008 & Implementation of CMS 2237 IFC: Targeted Case Management Guidance

Attached is an initial guide for use by States regarding current CMS case-management policy in light of the moratorium. This document does not represent a comprehensive list of all relevant Medicaid policy issuances, but is designed to assist States in assessing the impact of the exception included in the CMS 2237-IFC moratorium. The Supplemental Appropriations Act, 2008, was signed into law on June 30, 2008. State Medicaid Director (SMD) Letters are included as reference.
