Results from New Hampshire's LIFE Account Feasibility Study and Implementation Plan

The three-year study examined relevant policy, program design, and cultural implications that may have an impact on enabling self-directed Medicaid beneficiaries to save money without losing benefits. Using extensive stakeholder engagement, six elements were studied: savings models; costs and benefits of self-direction; Federal tax policy; state policy context; participant needs; and an implementation plan.

Independence, Dignity and Choice in Long-Term Care Act - New Jersey

As part of this Act, requirements were instituted involving the state's ADRCs and the global budgeting process used to support them. The Act provides specific directives that address financing and management plans, implementation and operation of the Medicaid LTC expenditure reforms, and requires an annual report, one of which is also included here, that documents reallocation of funds to home and community based care.

The Role of Section 1115 Waivers in Medicaid and CHIP: Looking Back and Looking Forward

For many years, Section 1115 waivers have been used in the Medicaid program and the Children’s Health Insurance Program, to provide states an avenue to test and implement coverage approaches that do not meet federal program rules. While these waivers have facilitated important program evolutions over time, some have also raised issues. This brief reviews the experience of Section 1115 Medicaid and CHIP waivers and discusses issues for the Obama administration to consider for the future.

Taking the Long View: Investing in Medicaid Home and Community-Based Services Is Cost-Effective

The authors present evidence in support of states investing in HCBS and nursing home diversion as strategies to deal with declining revenue. They review research reports illustrating how the balance of spending on institutional versus HCBS spending affects future long-term care costs. Using these data and case studies of Washington and Vermont programs, they conclude that HCBS is indeed cost-effective.

A Description and Analysis of the Federal and Selected State Policy Frameworks Regarding Order of Selection Under Title I of the Rehabilitation Act

When states are unable to serve all those eligible for vocational rehabilitation services, they are obligated to use an “order of selection” and first serve people with the most significant disabilities. The paper informs policymakers, agencies, providers, and consumers about the frameworks used by the federal government and selected states to deal with this issue.

Tools for Consumer Participation in Quality Assurance - Florida

Florida created tools to gather information essential to measuring quality from consumers in programs serving people with developmental disabilities and their families.
