This article describes two primary interactions between key policy implementation instruments and internal and external stakeholders that made New York's participation in CCDE not possible. This case study also provides some lessons for other states interested in developing Cash & Counseling models. The abstract for this article is available here.

A summary of nine quality initiatives is followed by a crosswalk between the required Medicaid assurances, the HCBS Quality Framework, and quality initiatives and tools relevant to implementing the Framework in Cash & Counseling.

This letter provides clarification on the receipt of Federal funds under the SSA Ticket to Work program and encourages utilization of the program’s flexible funding offers. Policy clarifications regarding State Medicaid providers’ acceptance and the treatment of SSA ticket payments are included, as well as clarification regarding the prohibition of using Ticket Outcome and Milestone payments as the State share of financial participation.

RWJF National Program Office on Cash & Counseling and the Minnesota DHS, had Paone & Associates conducted focus groups in 2007 to probe response to Minnesota’s consumer-directed care service option for EW recipients on managed care. The focus groups targeted managed care organizations (MCOs), care coordinators, and other organizations and individuals with experience in offering this service option to this population. This report offers results from those groups and recommendations for the state.

The State of New Mexico Aging and Long-Term Services Department requested proposals from qualified entities to provide statewide services as a Consultant Contractor Agency to individuals who choose to direct their own waiver services in New Mexico’s Self-Directed Waiver program, Mi Via. The attached request outlines the initial instructions for submission, along with qualifications, and responsibilities required for the performance of services as a CCA in the program.

This high level systems map of Indiana’s disability and employment infrastructure gives a general overview of state agency programs and services. This includes statistics on each agency program, separated into Employment and Training Programs, Health Related Disability and Employment Supports, and Other Programs Involved with Individuals with Disabilities and Employment Supports. Also outlined are the steps taken, the activities, completion date and persons responsible for these outcomes.

A primary original intent of the Medicaid Infrastructure Grant program was to ensure that states could learn from each other as they pursued their individual employment initiatives. With this in mind, George Washington University released this report, outlining options for raising the unearned income limit for the Arkansas Medicaid Buy-In, with projections of increased enrollment. Also included is a separate report explaining the methodology.

Working to improve coordination of services between state agencies is essential to achieving employment goals for individuals in need. In this memorandum of understanding, Arkansas Rehabilitation Services (ARS) and the Division of Developmental Disabilities Services (DDS), agree to coordinate their supported employment services.

This is a presentation, from the 2007 Government & Vendor Fiscal/Employer Agent Workshop. An overview of the Consumer Direction Module, a web-based software application for supporting the delivery of self-directed services, is provided here. The CDM is designed to make communication among the program participant, support broker, Fiscal/Employer Agent and state administrator simple and efficient; permit ongoing, timely, and efficient monitoring; and enhance the delivery of self-directed services.
