The estimated economic value of family caregivers’ unpaid contributions contribution was approximately $450 billion in 2009. If family caregivers were no longer available, the economic cost to the U.S. health care and long-term services and supports systems would increase astronomically. This report updates national and individual state estimates of the economic value of family care using the most current available data, and provides recommendations for taking care of the caregivers.

The Department of Justice published revised final regulations implementing the Americans with Disabilities Act (ADA) for title II (State & local government services) and title III (public accommodations & commercial facilities) in the Federal Register. These requirements clarify and refine issues that have arisen over the past 20 years and contain new and updated requirements, including the 2010 Standards for Accessible Design. The effective date of two revised rules is March 15, 2011.

Unemployment of individuals with intellectual and developmental disabilities (ID/DD) continues to be a significant public policy concern. This report looks at statistics over a 20-year period from several national data sets that address the status of employment and economic self-sufficiency for this population, and contains an overview of national trends, an in-depth perspective on how states collect and use employment data, and an Appendix with individual state and national profiles.

For the tenth consecutive year, a survey of Medicaid officials in all 50 states and DC was conducted to track trends in Medicaid spending, enrollment and policy initiatives. A new policy brief examines the ramifications of extending the American Recovery and Reinvestment Act on Medicaid. Without the extension states may have to take drastic measures to balance state budgets. Proponents of the extension say it is essential to support the safety net and that it stimulates economic growth. Others argue the extension should only be approved if the additional federal spending is fully offset by federal budget cuts or increased federal revenues.

Two studies examine the need for HCBS services and the economic profiles of adults with disabilities in MA. The main study examines the unmet needs of adults age 18-59 with disabilities, and the caregiver study focuses on the perspective of informal caregivers, i.e., their unmet needs and those of the people for whom they provide care.
