Improving Long-Term Care Choices Act of 2005 -Senate Bill 1602

A bill to amend title XIX of the Social Security Act to require States to disregard benefits paid under LTC insurance for purposes of determining Medicaid eligibility, to expand partnerships between States and insurers, to amend the IRS Code of 1986 to allow individuals a deduction for qualified LTC insurance premiums, the use of such insurance under cafeteria plans and flexible spending arrangements, and a credit to establish HCBS services as an optional Medicaid benefit.

Nursing Facility Transition Initiatives of the Fiscal Year 2001 and 2002 Grantees: Progress and Challenges

This report provides an overview of the NFT initiatives implemented by 18 of the FY ‘01 and FY ‘02 Systems Change Grantees. It describes their differing approaches to nursing facility diversion and/or transition within a framework of the key steps needed to create programs that are integrated into a state’s LTC system. This report also identifies the transition challenges and policy issues states and ILCs are facing, and discusses the implications for moving forward with rebalancing efforts.

Creating a Comprehensive National Long-Term Care Policy

Long Term Care Systems Change for the Aged and Americans with Disabilities: State Profiles

Long term care reform is happening across the nation and some states are using systems change as an opportunity to better coordinate across aging and disability networks. Using the HHS framework as a guide, this paper examines promising practices in LTC reform in four states: Oregon, South Carolina, Vermont, and Wisconsin. As part of our examination of systems change in these states, we will consider how their LTC reform efforts have impacted collaboration across aging and disability networks.
