This tip sheet describes the Medicare resources available to states to monitor Dual Eligible Special Needs Plan (D-SNP) performance, explains how states can leverage those resources for Medicaid managed care quality oversight and improvement, and provides tips for states on incorporating D-SNPs into Medicaid quality improvement activities. D-SNPs are a type of Medicare Advantage plan that enrolls individuals who are entitled to both Medicare and medical assistance from a state plan under Medicaid. A Proclamation on Older Americans Month 2023

On the 60th anniversary of Older Americans Month, the White House has issued a proclamation recognizing the invaluable contributions of our Nation's seniors. The proclamation celebrates the progress made through programs such as Medicare and Social Security in raising many seniors out of poverty and providing affordable healthcare. However, it also acknowledges the need for continued efforts to ensure seniors can age with dignity and financial security. Specifically, President Biden calls on Congress to improve accessibility to high-quality care and support for caregivers, increase funding for nutrition services, and improve the quality and safety of nursing homes to help ensure that all older adults are supported.

NCI-AD 21-22 National Report

This report is the most comprehensive and representative assessment of self-reported outcomes among older adults and people with physical disabilities receiving publicly funded LTSS since 2018. These data were collected from 13,663 people between June 2021 and July 2022. The sample includes individuals from 15 regionally representative states and a variety of LTSS programs, including: Medicaid HCBS, Nursing Facilities, and Older Americans Act recipients.

FCC Provides Guidance to Enable Critical Health Care Coverage Calls

The Federal Communications Commission released guidance earlier this week permitting states and managed care plans to make calls, or robocalls, and send text messages under certain circumstances without violating federal law. The FCC’s ruling comes in response to a letter from the Secretary of the U.S. Department of Health and Human Services requesting an exception to the federal Telephone Consumer Protection Law as states reach out to enrollees to raise awareness of forthcoming Medicaid eligibility redeterminations. The federal guidance clarifies how states working with local government agencies and managed care companies may, under certain circumstances, make robo calls or send autodialed text messages

The brief is a product of the Medicaid Innovation Collaborative, which brings together Medicaid programs, their managed care plans, and other stakeholders to spread tech innovations that can improve the health of Medicaid populations. The collaborative is led by Acumen America, Adaptation Health, and the Center for Health Care Strategies and supported by The MolinaCares Accord, CommonSpirit Health, and Hopelab.

Nursing Facility Staffing Shortages During the COVID-19 Pandemic

The impact of COVID-19 on nursing facility residents and staff has brought increased attention to existing workforce issues that affect care quality and safety, including staffing shortages and high turnover rates. This analysis presents the most recent national and state-level data on nursing facility-reported staff shortages and describes the Biden Administration’s new policy initiatives to address issues in nursing facilities. National staff shortage trend data spans from May 2020, the first month when nursing facilities were required to report COVID-19 facility data to the CDC, through March 20, 2022, the most recent week of data available.

CMS Launches Webpage to Share Innovative State Actions to Expand Medicaid Home and Community-based Services

On Thursday, October 21, 2021 CMS launched a new “one-stop shop” for state Medicaid agencies and stakeholders on Medicaid.gov to advance transparency and innovation for home and community-based services. Through this new webpage, state Medicaid agencies and stakeholders can access information about states’ plans to enhance, expand, and strengthen home and community-based services across the country using new Medicaid funding made available by the American Rescue Plan Act of 2021 (ARP).
