ADvancing States is pleased to publish findings from the 2022 national survey of Adult Protective Services (APS) Programs in the report Adult Protective Services in 2022: Responding to Evolving Needs in a Changing Environment. ADvancing States conducted this survey to assess the current state of APS programs and identify trends related to topics such as caseload, staff retention, and client assessment. Additionally, there was a special focus placed on clients experiencing self-neglect. Using data from the National Process Evaluation of the Adult Protective Services System report, the Adult Protective Services (APS) Technical Assistance Resource Center (TARC) has released three briefs on APS practice. Supplemented with NAMRS data, the briefs provide background and context for each of the topics and explore them in more depth than in the overall evaluation report.

Adult Protective Services (APS) programs promote the safety, independence, and quality-of-life for vulnerable adults who are, or are in danger of, being abused, neglected by self or others, or financially exploited, and who are unable to protect themselves. APS is a social service program authorized by law in every state to receive and investigate reports of elder or vulnerable adult maltreatment and to intervene to protect the victims to the extent possible. This brief, part of the New APS Administrators Toolkit, contains information and resources on a variety of topics from the history of APS to federal resources that can support APS programs and will provide a foundation for understanding some of the complexities of APS program administration.

This report is based on 2021 data from the National Adult Maltreatment Reporting System (NAMRS), which is a voluntary data reporting system that collects information from state adult protective services systems throughout all states, territories, and the District of Columbia. The 2021 report features a unique chapter on the potential impacts of COVID-19.

ADvancing States presentation at the NAPSA Conference on Medicaid and Adult Protective Services.

ACL is announcing a new National Adult Protective Services Training Center (NATC) to support APS workers and administrators as they serve clients impacted by the COVID-19 pandemic. NATC will be established through a nearly $1.5 million two-year cooperative agreement with the National Adult Protective Services Association (NAPSA). The project is funded through the Coronavirus Response & Relief Supplemental Appropriations Act of 2021.
