Effects on Beneficiary Employment and Earnings of a Graduated $1-for-$2 Benefit Offset for Social Security Disability Insurance

This study evaluated impacts on employment and earnings levels among people with disabilities of eliminating the cash cliff aspect of Social Security Disability Insurance, in which beneficiaries lose their entire cash benefit when their earnings become too high. Findings demonstrated that an SSDI offset can have a significant effect on the SGA earnings rate of beneficiaries, but that the effect may be limited to a subset of individuals, and may be enhanced when paired with healthcare protection.

Adult Day Services/Adult Day Health: Financial Viability and Scope of Services Provided Under Medicaid Waivers

Looking to better understand how states pay for adult day services through the Medicaid program? Comparing adult day services to other LTC provider types, adult day tends to be the most cost effective providers within the waiver or State Plan. This report looks at the scope of services provided by adult day and relates the clinical complexity of the care provided with the Medicaid reimbursement. Money Follows the Person: Change in Participant Experience During the First Year of Community Living

Mathematica released the sixth report in a series that use the latest data available on MFP grants and state efforts to transition Medicaid enrollees to community living and rebalance LTC systems. The report presents survey results showing change in quality of life, quality of care and community integration reported by 803 MFP participants after one year of community living. The authors explore policy implications for MFP and other transition programs.

Impact of the Medicaid Work Incentive (MWI) program on earnings health care expenditures, and utilization of public assistance for individuals with disabilities

The Utah Medicaid Work Incentive (MWI) Program began in 2001 as a way to encourage low income people with disabilities to work without fear of losing needed health care services. The program allows people with disabilities to earn above the poverty level to have access to Medicaid as long as their income remains low. The purpose of this study was to assess the impact of MWI policy on recipients’ earnings, Medicaid expenditures, and use of other public benefits.

Supporting Massachusetts’ Executive Branch to Become a Model Employer of People with Disabilities: Findings from Focus Groups with ADA Coordinators, Hiring Managers and Employees with Disabilities

Unemployment rates among people with disabilities is historically high. In Massachusetts, a Disability Task Force on Employment was formed in May 2008 to take a critical look at the Executive Branch’s current policies and practices and search for best practices in the public and private sector that pertain to recruiting, hiring, accommodating, promoting and retaining people with disabilities in the workplace. This report presents a summary of the focus group findings.

Understanding Direct Care Workers: A Snapshot of two of America's Most Important Jobs - Certified Nursing Assistants and Home Health Aides

This chart book highlights findings from two new federally sponsored national surveys. Both surveys represent a major advance in the data available about two of America’s most important jobs, certified nursing assistants working in nursing homes and home health aides in home health and hospice care settings. The chart book is intended to help multiple audiences understand these jobs, issues, and challenges; and establish useful benchmarks as goals toward which improvement efforts might aspire.

Medicaid Managed Long-Term Services and Supports Expenditures

Since 1988, Thomson Reuters has produced annual reports on state Medicaid spending for long-term services and supports (LTSS). One limitation to the reports has been that LTSS spending provided through Medicaid managed care programs often is not identified. This report presents estimated Federal Fiscal Year 2008 and 2009 managed care spending not included in previous LTSS expenditures reports. These estimates are based on data provided by states with managed LTSS programs.

Americans Living with Disabilities and their Technology Profile

This study found that Americans living with disabilities were less likely to use the Internet than other adults, with only 44 percent of those with a disability using the Internet. In comparison, 81 percent of adults without a disability used the Internet on a regular basis. The primary reasons responders cited for low Internet use were lack of accessibility and proper accommodations to meet their needs.

Community Living Initiative Stakeholder Dialogues Summary Report

The Community Living Initiative is an effort to give people with disabilities and older adults greater opportunities to live in their communities and achieve their goals. The U.S. Department of Health and Human Services identified several issues and challenges in the development and refinement of new strategies to support and promote community living. HHS held four Listening Sessions around the country with state & local officials, consumers, service providers, and advocates.

Taxpapers with Disabilities 2010 Report: Prepared for Stakeholder Partnerships, Education and Communication

The Stakeholder Partnerships, Education and Communication (SPEC) Disability Initiative aims to educate SPEC partners and taxpayers with disabilities on available tax credits, deductions, and free tax help. Using results for the 2009 Benchmark survey, read this report for an update of the 2007 Disability Report, to better understand the characteristics and services used by taxpayers with disabilities, and to identify possible outreach strategies.
