Federal Strategy Needed to Help Ensure Efficient and Effective Delivery of Home and Community-Based Services and Supports

This report addresses: 1) federal programs that fund HCBS and supports for older adults, in particular in-home and nutrition services, affordable housing, and transportation; 2) how HCBS and supports are planned and delivered in selected localities; and 3) agencies’ efforts to promote a coordinated federal system of HCBS for older adults.

Adult OASDI Beneficiaries and SSI Recipients Who Need Representative Payees: Projections for 2025 and 2035

For Social Security beneficiaries and Supplemental Security Income recipients who are not capable of managing their own benefit payments, the Social Security Administration (SSA) pays benefits to a representative payee. The authors estimate that the demand for representative payees will increase from 2.94 million beneficiaries in 2013 to 3.27 million by 2025 and to 3.56 million by 2035.

This third edition of an annual report takes an in-depth look at the health of seniors in America. The report examines core measures of behaviors, community and environment, policy, clinical care, and outcomes. The findings are provided at a national level as well as in state summaries and rankings.

Transportation Update: Where We've Gone and What We've Learned

In 2005, the National Council on Disability published "The Current State of Transportation For People With Disabilities in the United States," a major transportation overview report. This report examines what has changed since the writing of the previous report. The report focuses on surface transportation and addresses accessibility-related progress as well as problems. The report also makes recommendations to Congress and the Executive Branch designed to improve federal collaborative efforts.

A Right to Person-Centered Care Planning

Person-centered planning encompasses the idea that the individual is at the heart of all decisions about services, supports, and care. This report analyzes how well states are implementing a 2014 rule that creates the right to person-centered care planning for Medicaid consumers of Long-Term Services and Supports. The report is a tool for health care providers, plan administrators, and advocates to help them understand the scope of the rules and be able to identify provision shortfalls.

Banking Status and Financial Behaviors of Adults with Disabilities: Findings from the FDIC National Survey of Unbanked and Underbanked Households

This FDIC report provides information about the population of households headed by working-age adults with and without disability, including account ownership; use of prepaid debit cards; use of alternative financial services; mobile phone,smartphone, and online access. Participation in mainstream financial services is a critical indicator of the economic inclusion; yet the findings show 46.5% of households headed by working-age adults with disabilities are identified as unbanked or underbanked.

The Right Supports at the Right Time: How Money Follows the Person Programs Are Supporting Diverse Populations in the Community

The Money Follows the Person (MFP) demonstration aims to give Medicaid beneficiaries living in long-term care facilities more choice about where they live and receive services and to strengthen state systems of LTSS to serve more people in community settings. This report examines how six MFP grantees (MO, LA, NE, NJ, OH, IL) are serving populations with diverse needs in the community and the factors that have contributed to their strong performance on key outcome measures.

The State of Senior Hunger in America 2013: An Annual Report

This report provides an overview of the extent and distribution of food insecurity in 2013 among seniors, along with trends over the past decade using national and state-level data.The report finds senior hunger is on the rise, and in 2013, 15.5% of seniors (or 9.6 million) faced the threat of hunger.
