Memorandum of Agreement / Understanding (MOA / MOU)

This is an MOU between the Arkansas Department of Human Services and the AAA of Southwest Arkansas. It is not applicable statewide, only for the ADRC service area. This MOUs outlines the purpose and scope of agreement between the two divisions.

This MOU is for University of Baltimore to conduct and analyze the Participant Experience Survey (PES). The document outlines the contractor’s specific scope of work and distinguishes between the responsibilities of the department versus those of the University.

The following Memorandum of Understanding and Memorandum of Agreement are examples between agencies including the Maryland Departments of Aging, Disabilities, Health and Mental Hygiene, and Human Resources and the Office on Aging. Use the state-level or local country forms as templates to creating your own agreements.

The state of Florida has offered a number of examples and samples of their Memorandum of Understanding (MOU) and a Memorandum of Agreement (MOA) between various state agencies. The roles and responsibilities of each party are set forth so that each party understands their functions in implementing the ADRC.

As Florida creates new Aging and Disability Resource Center (ADRC) initiatives, the state has developed a number of Memorandums of Understandings (MOUs). A copy of the state, regional and local level agreements is attached. The purpose of the Memorandum of Agreement is to set forth the roles and responsibilities of each party in the development, implementation, operation and evaluation of the ADRC.

The MOU is developed among the ADRC in Richland County, the Economic Support Services Unit (ESS), the enrollment consultant for WI Family Care program, and the Care Management Organization (CMO). The MOU is intended to help clarify the specific roles and responsibilities, ensure that the participating units understand the key elements of coordination and communication, and to facilitate their working in partnership to achieve quality outcomes for program consumers and the general public.
