On January 18, the U.S. Department of Labor (DOL) announced that its Employee Benefits Security Administration (EBSA) released a proposed regulation on automatic portability transactions under SECURE 2.0 Act of 2022. The goal of automatic portability transactions is to help workers keep track of their retirement savings accounts and improve retirement security by reducing cash-outs when they change jobs. According to the most recent annual Form 5500 data, there are an estimated 635,000 defined contribution plans in the United States, covering an estimated 86.6 million participants with account balances totaling $9.3 trillion in assets...

On January 20, FEMA’s Office of Disability Integration and Coordination announced updates to their Individual Assistance Program that will help them markedly shorten the disaster cycle for people with disabilities and other access and functional needs through greater flexibility and streamlined processes that reflect the people-first intent in their work. With the increased frequency of extreme weather events fueled by climate change, these updates will provide survivors with faster and easier access to resources they need after disasters. The United States Office of Management and Budget (OMB) recently released updated guidance requiring federal agencies to improve their digital accessibility for people with disabilities. Currently, 61 million Americans live with a disability, but nearly half of the most popular Federal Government websites are not fully accessible to all Americans. On December 14, leading healthcare providers and payers announced voluntary commitments on the safe, secure, and trustworthy use and purchase of Artificial Intelligence (AI) in health care. These voluntary commitments build on ongoing work by the Department of Health and Human Services (HHS), the October 30th AI Executive Order, and earlier commitments that the White House received from 15 leading AI companies to develop models responsibly. Twenty-eight businesses signed the commitment, including Boston Children’s Hospital, CVS Health, Emory Healthcare, Geisinger, Houston Methodist, Mass General Brigham, Rush University System for Health, Tufts Medicine, and WellSpan Health....

The Center for Medicaid and CHIP Services (CMCS) has released an Informational Bulletin stressing the pivotal role of worker registries in mitigating the nationwide shortage of direct support workers, particularly within Medicaid-covered home and community-based services (HCBS). The bulletin underscores that these registries, serving as a vital link between service recipients and qualified workers, can significantly improve beneficiary access to essential services. On November 17, the Office of the Assistant Secretary for Health within the U.S. Department of Health and Human Services (HHS) announced its intent to create a Federal Advisory Committee on Long COVID. Nominations for committee membership are open until January 16, 2024, with HHS inviting individuals directly impacted by Long COVID, healthcare practitioners, researchers, and representatives from related sectors to apply. The Committee will bring perspectives from outside the Government to help inform action of the Executive Branch on Long COVID and associated conditions, with a focus on health equity. On November 16, the U.S. Department of Health and Human Services (HHS) released a new Language Access Plan, which includes critical actions to improve access to HHS programs and services for people with disabilities and/or limited English proficiency. With provisions that specifically address the effective communication and accessibility requirements found in sections 504 and 508 of the Rehabilitation Act of 1973, the HHS Language Access Plan is the latest in a series of important actions taken by ACL and our partners across federal government over the last several years to uphold the rights of people with disabilities.

Starting on September 25, every U.S. household had an opportunity to order four free at-home COVID-19 tests through a partnership between the HHS Administration for Strategic Preparedness and Response and the United States Postal Service. On November 20, a second round of ordering opened, allowing each household to place a second order to receive four more free tests. Households that have not yet placed an order can place two orders now, to receive a total of eight tests. People who are blind or have low vision can place a second order for free Ellume COVID Home Tests, which are more accessible than other options.

Recently, the Centers for Medicare & Medicaid Services (CMS) released the 2024 Supplemental Security Income (SSI) and Spousal Impoverishment Standards, and the 2024 Medicare Savings Program resource standards. Certain Medicaid income and resource standards are adjusted beginning each January in accordance with changes in the SSI federal benefit rate (FBR) and the Consumer Price Index (CPI). The MSP groups are mandatory Medicaid eligibility groups that provide coverage of some or all Medicare Part A and B premiums and cost-sharing for low-income Medicare beneficiaries.
