Innovations in Home- and Community-Based Services: Highlights from a Review of Services Available to Money Follows the Person Participants

The report features select qualified, demonstration, and supplemental services that seem particularly innovating and promising. The MFP grant program allows states to test and implement innovative services without the restrictions of a waiver. This report provides illustrative examples of how states are taking advantage of this flexibility, particularly in the areas of pre-transition and short-term services.

Money Follows the Person (MFP) Demonstration: Overview of State Grantee Progress, July to December 2013

Review the progress by the 42 MFP grantee states (including the District of Columbia) that are actively transitioning MFP participants. MFP grants support state efforts to help individuals living in institutions move to home and community-based settings if that is where they wish to receive LTSS. During the second half of 2013, states transitioned 5,485 new enrollees, bringing the total number of people that had ever transitioned to the community through MFP to 40,693 at the close of 2013.

Medicaid Expenditures for Long-Term Services and Supports in FFY 2012

The annual Medicaid Long Term Services and Supports expenditure report for FFY 2012 is now available. The report includes Medicaid expenditures for all LTSS, including institutional and non-institutional settings, by service category and state. The data comes primarily from CMS-64 reports.

Long-Term Care Services in the United States: 2013 Overview

Review descriptive results from the first wave of the National Study of Long-Term Care Providers, (NSLTCP) conducted by CDC’s National Center for Health Statistics (NCHS). Data presented in this report are drawn from five sources: NCHS surveys of adult day services centers and residential care communities, and administrative records obtained from the CMS on home health agencies, hospices, and nursing homes. Review data on supply, organizational characteristics, staffing, services and more.

Listening to Family Caregivers: The Need to Include Family Caregiver Assessment in Medicaid Home- and Community-Based Service Waiver Programs

The report presents findings from a 50-state survey examining how well the needs of family caregivers are assessed when states evaluate the needs of older people & adults with disabilities who qualify for HCBS programs under Medicaid. It is the first detailed analysis of family caregiver assessment tools and processes in use by the states in Medicaid waiver programs. The report also highlights “promising practices” in family caregiver assessment in 3 states, and offers policy recommendations.

Guardianship Laws and Durable Powers of Attorney: 2013 ADvancing States Survey results

In January of 2013, ADvancing States sent a survey to its members and a list of long-term care contacts in the states seeking information about guardianship laws and practices and about how states assure appropriate use of durable powers of attorney. Older Americans Act Reauthorization Listening Sessions

ADvancing States organized members of the Aging Network at listening forums in 3 cities for the reauthorization of the Older Americans Act. The sessions fostered public input, which ADvancing States used to form recommendations for improvement according to its policy principles. The letter outlining these is addressed to Assistant Secretary of Aging, Kathy Greenlee. Some recommendations are to advance the network with more funding and to modernize the language of the Act to reflect person-centered objectives.

Select State-by-State FY 2012 Discretionary State Formula Grant Tables

The Administration on Aging makes funds available to grantees through state Discretionary and Formula grants. This table lists the grant estimates for FY11 and FY12 and compares them to the actual discretionary state formula grant allotment for FY10. The different programs included in the table are Home and Community-Based Services, Nutrition Services, Preventive Health Services, Family Caregiver Support Services, Long-Term Care Ombudsman Program, and Prevention of Elder Abuse and Neglect.
