HCBS Conference 2017- Presentations

While faced with new challenges, reduced budgets, and growing populations requiring more services, states are stronger than ever, and the work they do is more effective than ever in reaching individuals and addressing their needs. The National Home and Community Based Services (HCBS) Conference 2017 highlights these achievements, allowing states to share best practices, present unique partnerships, and recognize the work of their peers.

ADA Update: A Primer for State and Local Governments

This technical assistance document aims to help State and local government offices understand how Title II of the Americans with Disabilities Act (ADA) applies to their programs, activities, and services. The illustrated guide outlines general nondiscrimination requirements, like provisions regarding communication with people with disabilities or service animals. The guide also tells how the 2010 ADA Standards for Accessible Design apply to the built environment.

Staying Employed: Services and Supports for Workers with Disabilities

This study explores the services, supports, and accommodations that people with disabilities use to find and keep competitive employment; how they obtain needed supports; and the extent to which they pay out of pocket for work-related supports. The authors conducted an exploratory study using in-depth interviews with 15 workers with disabilities who in 2013 earned at least 250% of the poverty level, or about US$28,000 a year for a single person.

Evaluation of the Protection and Advocacy for Individuals With Mental Illness (PAIMI) Program

Summarizes a program evaluation of a Federally-funded state-based system to protect patient rights for those with significant mental health disability. The PAIMI Program was initiated in 1986 in response to congressional findings of widespread abuse, neglect, and exploitation of individuals in state psychiatric institutions. Twenty-two years later, the program is still addressing those issues, along with new problems arising from delivery of mental health services in community-based settings.

Providing Services for People with Dementia Who Live Alone

This report reviews the available literature & conducted interviews with people with Alzheimer’s & other dementias who live alone, caregivers, health care & social service professionals to obtain their views about the need and effective ways to meet those needs. Programs are also described that have been tested by community agencies as well as discussions related to public policy and practice implications.

Survey of ADRCs for National Resource Center on Lesbian, Gay, Bi-Sexual, and Transgender (LGBT) Aging

This survey aimed to increase the understanding of the extent to which ADRCs have worked to ensure their services are LGBT-friendly, engaged in special LGBT outreach activities, and worked to identify community organizations and service providers in their resource databases that are LGBT-friendly. Thirty organizations from at least 15 different states responded. From the responses it can be seen that ADRCs are still at the beginnings of specifically serving LGBT individuals.

Older Americans Behavioral Health Issue Brief: Series Overview

The focus of this issue brief is on issues of suicide, anxiety and depression, prescription drug misuse and abuse, and alcohol abuse. The target audiences are the local and State Aging Services Network, behavioral health community, and substance abuse providers. The Issue Brief series will identify key information and opportunities for action that can improve the lives of older Americans. It emphasizes the importance of using partnerships to implement and sustain effective services.
