The Texas Promoting Independence Plan

The Texas Promoting Independence Plan is the comprehensive, effectively working plan called for as a response to the U.S. Supreme Court Olmstead decision. The Plan includes all long-term care services and supports and the state’s efforts to improve the provision of community-based alternatives. The goal is to ensure that these programs effectively foster independence and acceptance of people with disabilities and provide opportunities for people to live productive lives in their communities.

Texas Community Care--Community Based Alternatives Website

This program provides home- and community-based services to people who are elderly and to adults with disabilities as a cost-effective alternative to living in a nursing home. DHS employees provide case management services. Services are available across the state; however, the average length of time on the interest list varies by where you live.

Technical Assistance Provider Contact Information

Beginning in 2001 and continuing in 2002 and 2003, technical assistance for the Real Choice Systems Change grantees has been provided by the Exchange Collaborative team (combined efforts of ILRU and Rutgers University/CSHP). These documents provide contact information for the TA providers and two charts indicating which Exchange Team is responsible for providing TA to the grantees. In 2002 & 2002, TA was divided according to states. In 2003, TA was distributed according to theme.
