This brief explains how Medicare beneficiaries become eligible for Medicaid, provides national & state-by-state data on enrollment, & examines national & state-specific data on Medicaid spending for dual-eligible beneficiaries by service & eligibility group. The Foundation also has a collection of resources on dual-eligible beneficiaries, including basic facts & data, and analysis & explanation of specific issues, which include provisions of health reform affecting dual-eligible beneficiaries.

Dual Eligible Integrated Care Demonstrations: Resources for Advocates

The Centers for Medicare and Medicaid Services (CMS) is currently working with states to design and implement new models for integrating the benefits and financing of both programs. This website is designed as a resource for advocates, providing resources, background information and, most importantly, in the Advocate Tools section, concrete recommendations that advocates need to engage constructively with their states to ensure that new models improve care for dual eligibles.

A National Review of Home and Community Based Services (HCBS) for Individuals with Autism Spectrum Disorders

Autism spectrum disorders are among the fastest-growing developmental disability diagnosis in the US. This growing number highlights the need to learn more about the services & supports that are currently available for adults with ASD, & consider those that will be needed throughout their adult lifespan. The purpose of the study was to investigate how people with ASD are being served across states in HCBS, including service eligibility, state trends specific to autism services & lessons learned.

This updated resource provides a state-by-state look at trends in wages for PCAs, the fourth fastest growing occupation in the country, and a key job title within the direct-care workforce. Prepared as a resource guide on wages for advocates and policymakers concerned with the direct-care workforce, the data underscore the problem of low wages for PCAs, factors which contribute to workforce instability and near-poverty incomes for this high-demand workforce.

The Importance of Federal Financing to the Nation’s Long-Term Care Safety Net

This policy brief from Georgetown University, produced with support from The SCAN Foundation, reviews Medicaid's importance and current funding limitations for long-term care and makes the case for strengthening Medicaid two possible ways - full federal responsibility for Medicare beneficiaries who also rely on Medicaid or an enhanced federal match for Medicaid long-term care services. Each approach carries with it a federal commitment to bear the brunt of a growing elderly population.

Survey of ADRCs for National Resource Center on Lesbian, Gay, Bi-Sexual, and Transgender (LGBT) Aging

This survey aimed to increase the understanding of the extent to which ADRCs have worked to ensure their services are LGBT-friendly, engaged in special LGBT outreach activities, and worked to identify community organizations and service providers in their resource databases that are LGBT-friendly. Thirty organizations from at least 15 different states responded. From the responses it can be seen that ADRCs are still at the beginnings of specifically serving LGBT individuals.
