As part of this Act, requirements were instituted involving the state's ADRCs and the global budgeting process used to support them. The Act provides specific directives that address financing and management plans, implementation and operation of the Medicaid LTC expenditure reforms, and requires an annual report, one of which is also included here, that documents reallocation of funds to home and community based care.

A central part of consumer direction is ability of the consumer to manage the budget and decide what to purchase. Evaluation data and anecdotes are given to show how this ability influences the outcomes of program participants.

The Veterans Health Administration plans to partner with the Aging Network in order to be serving over 109,000 veterans using HCBS by 2011. February 25 and 26, 2009, these organizations met in Boston to develop the partnership, work out next steps, and identify challenges. Presentations provide details on existing infrastructure, Nursing Home Diversion, financial management services, and existing research on HCBS and self-direction.

This fact sheet examines the assistance for Medicaid programs and key health provisions in the ARRA that President Obama signed into law on February 17, 2009. Subjects covered include the temporary increase in federal matching money for state Medicaid programs, subsidies for COBRA health coverage for laid off workers and funding for health information technology. It includes a breakdown of additional federal allocations to states for Medicaid costs under the act.

This eighth edition of this reference report presents comparable state- and national-level data for more than 140 indicators on long-term services and supports from a wide variety of sources. Published approximately every two years, the series was developed to help inform policy discussions among public and private sector leaders. This publication presents the most up-to-date data available at the time of production, and is displayed in easy-to-use maps, graphics, tables, and state profiles.

Family responsibilities discrimination (FRD) occurs when workers are unfairly penalized based on family responsibilities, such as caring for a family member that is older or disabled. Despite the growing number of workers with such responsibilities and the dramatic increase in FRD lawsuits, policies in most states do not yet address it. Models, innovations, and best practices in case management and support coordination for persons with disabilities are described here. Policy issues, the CMS Quality Framework, and types of case management and differences in service by waiver group are given. The brief also links to innovative programs in 7 states and England.

This issue of the "Policy Research Brief" series summarizes the results of a national study on the status, implementation, and degree of consumer control across states. Strategies, challenges, and best practices of consumer-directed services and supports are explored. Information was gathered through interviews with administrators of developmental disabilities services in 42 states.

The goal of Rewarding Work is to give people who need support with daily activities choice and control in finding personal assistants. So far, the site has partnered with five states in the Northeast. The searchable database can be used by both people looking to hire help and job seekers. The attached news release describes a special connection these services made possible - the example, a 14-year-old with severe disabilities, and a nursing student looking for a work as PCA.
