This report covers the issues of eldercare and the workplace. It identifies discrimination in the workplace encountered by workers with eldercare responsibilities as an emerging trend and highlights the limited protections for working caregivers. The report calls for developing public and private solutions to ensure that workers with eldercare responsibilities receive equal employment opportunity and are protected from workplace discrimination.

This report is designed to offer the collective wisdom and practical insights of state officials and technical experts related to the leadership and interagency coordination needed to implement the Affordable Care Act (ACA). It discusses the role of leadership and a clear vision for reform, and outlines specific strategies being used by states from low-tech solutions to higher-tech tools. This brief then explores the potential of work planning and formal memorandums of understanding (MOUs).

This document sets forth the State of Minnesota’s plan on aging in accordance with Older Americans Act requirements for FY 2011-2013. The plan describes the mission and strategies of the Minnesota Board on Aging to coordinate services for older adults. The Plan contains information on how Minnesota aims to achieve its mission of increasing the population of individuals supported at home and in their communities in order to assure people are living as independently as possible.

This report serves as a follow-up to the 1995 Institute on Medicine (IOM) report which argued for an ombudsman program to address the quality of care in long-term institutional settings. This study investigates the role and effectiveness of the State Long-Term Care Ombudsman Programs (LTCOPs) in improving care. Surveys with all states/territories reveal new findings on the structure of the program in different states as well as their own perceived effectiveness. Comprehensive data and analysis.

This study examines the specific capacities that state Medicaid agencies need to monitor the performance of managed LTSS (MLTSS) programs. It sought to identify promising practices in state oversight as well as the monitoring capacities that should be in place when states begin to implement new or expanded MLTSS programs. Lessons were drawn from oversight practices in eight states (AZ, MA, MN, NM, NY, TN, TX, WI) that have many years of experience operating and overseeing MLTSS.

Supported by the Pew Home Visiting Campaign, NASHP conducted a scan of state policies and practices and convened an expert panel to identify mechanisms for supporting home visiting services through Medicaid. This report explores various Medicaid financing mechanisms states could use to support home visiting services and considerations for states exploring these financing options.

Centers for Medicare and Medicaid Services (CMS) has provided funding and technical assistance to states to develop state plans' to coordinate care for dual eligibles, persons eligible for both Medicare and Medicaid. The Older Americans Act of 1965 created the National Aging Network with many states adopting Area Agencies on Aging at the local level. This brief is a summary of two surveys regarding states’ monitoring practices of their Area Agencies on Aging (AAAs) and states’ spending rules for their AAAs. All states with Area Agencies on Aging which were surveyed reported that they conduct some monitoring, and most differed in their rules concerning excess funds.

States have continued to rebalance their long-term services and supports (LTSS) toward more home and community-based services (HCBS). This report uses diverse methods to assess the different incentives affecting states’ decisions to implement the four Medicaid HCBS options under the Patient Protection and Affordable Care Act (PPACA); two new options (Community First Choice and the Balancing Incentive Program) and two existing [Money Follows the Person and 1915(i)].
