Developing an MFP Housing Strategy – Presentation

First given during a teleconference for Money Follows the Person (MFP) grantees, this presentation reviews the current housing market and challenges to creating new affordable, accessible, and integrated housing units. Also provided is a case study from Maryland and the key areas of housing strategy: assessment of finance and policy; partnerships; and short- and long-term goals.

Changing Interagency Service Delivery Systems to Help Older Public Housing Residents Access Services to Assist Them to Age in Place

The Service Access for Elders in Public Housing project address issues that affect the quality of life of elderly residents of an urban public housing complex. A survey of the elderly residents was conducted under this project, seeking to better coordinate information and services provided by public and private agencies that serve the residents to assist them to better age in place in their apartments. This report outlines those results.

State-by-State 1915(c) Home and Community-Based Services Waiver Data

An interactive map displays how many 1915(c) waivers each state has. Clicking on a state’s name displays number of participant and expenditures by waiver type as compared to nationwide numbers. Participant and expenditure data are also available for personal care, home health, and individualized budget services. Clicking “Compare” in any data area displays a table illustrating selected data for all states. Information is taken from CMS form 372 and is downloadable.

Implementation of Consumer-Directed Services for Persons With Intellectual or Developmental Disabilities: A National Study

This issue of the "Policy Research Brief" series summarizes the results of a national study on the status, implementation, and degree of consumer control across states. Strategies, challenges, and best practices of consumer-directed services and supports are explored. Information was gathered through interviews with administrators of developmental disabilities services in 42 states.

A Survey of Functional Status to Support CommunityChoice Rate Setting and Program Assessments

This report focuses on the development, conduct, and preliminary results of this survey, which was designed to examine the distribution of, and extent to which, Maryland Medicaid recipients who are older adults or adults with disabilities report the need for support for basic activities of daily living (ADL). The survey is intended as the first phase of a broader research agenda.

Real Choice Systems Change Grants for Community Living: A Feasibility Study to Consider Respite Services for Children with Disabilities in Maryland

This feasibility study was undertaken to assess respite services for children with disabilities in Maryland. The study compiled and analyzed an annotated list of the Code of Maryland Regulations pertaining to respite, conducted two surveys of agencies that provide respite services to families of children with disabilities, and of the families themselves, and developed a demonstration model that would provide a respite service operated in the manner of a Medicaid service.

Long-Term Care Planning in Maryland: Planning for 2010, 2020, and 2030

The Maryland General Assembly passed the Long-Term Care Planning Act of 2006, which requires the Maryland Health Care Commission to conduct a study of Maryland’s long-term care delivery system. The purpose of the study is to determine the types of services and programs that individuals aged 65 and older and individuals with disabilities will need in 2010, 2020, and 2030, as well to identify how the State should begin planning for future needs. This report presents the results of the study.

Options to Increase Access to Long-Term Care: Maryland House Bill 594 Final Report

This report discusses the options for expanding home and community based services in the state of Maryland as required by Bill 594. Should Maryland elect to expand access to Medicaid home- and community-based services(HCBS), it has several possible approaches. This report discusses these options for Maryland in detail; ideas other states designing similar programs might find useful.

A Framework for State-Level Analysis of Duals: Interleaving Medicare and Medicaid Data

The first in a series of reports, this study is a product of a larger effort by the state of Maryland and The Hilltop Institute to address questions related to the coordination of care for Medicaid recipients who are dually eligible for Medicare benefits. The report focuses on issues related to setting Medicaid payment rates. Although based on Maryland data alone, results from this study will be broadly relevant to other states as well.
