Implementing Self-Direction Programs with Flexible Individual Budgets: Lessons Learned from the Cash & Counseling Replication States

Twelve states received Cash & Counseling Replication grants in October 2004. Here, the Replication States’ experiences in developing and implementing their new programs are documented in three stages: planning; design/development; and implementation/enrollment. The appendix includes summaries of the states' grant initiatives.

Exploring Patterns of Service Utilization Among Persons With Disabilities in a Consumer-Directed Care Program

How do finance institutions and HCBS influence asset building among persons with disabilities? This article explores patterns of and barriers to utilization of banking services using a case study of an Iowa credit union that has enrolled persons with disabilities under a HCBS waiver. Although not widely used by program participants, the credit union model provides savings opportunities to purchase goods and services that facilitate independent living.

A Description and Analysis of the Federal and Selected State Policy Frameworks Regarding Order of Selection Under Title I of the Rehabilitation Act

When states are unable to serve all those eligible for vocational rehabilitation services, they are obligated to use an “order of selection” and first serve people with the most significant disabilities. The paper informs policymakers, agencies, providers, and consumers about the frameworks used by the federal government and selected states to deal with this issue.

This fact sheet examines the assistance for Medicaid programs and key health provisions in the ARRA that President Obama signed into law on February 17, 2009. This eighth edition of this reference report presents comparable state- and national-level data for more than 140 indicators on long-term services and supports from a wide variety of sources. Published approximately every two years, the series was developed to help inform policy discussions among public and private sector leaders. This publication presents the most up-to-date data available at the time of production, and is displayed in easy-to-use maps, graphics, tables, and state profiles.

Addressing Family Responsibilities Discrimination

Family responsibilities discrimination (FRD) occurs when workers are unfairly penalized based on family responsibilities, such as caring for a family member that is older or disabled. Despite the growing number of workers with such responsibilities and the dramatic increase in FRD lawsuits, policies in most states do not yet address it. State-by-State 1915(c) Home and Community-Based Services Waiver Data

An interactive map displays how many 1915(c) waivers each state has. Clicking on a state’s name displays number of participant and expenditures by waiver type as compared to nationwide numbers. Participant and expenditure data are also available for personal care, home health, and individualized budget services. Clicking “Compare” in any data area displays a table illustrating selected data for all states. Information is taken from CMS form 372 and is downloadable.

Implementation of Consumer-Directed Services for Persons With Intellectual or Developmental Disabilities: A National Study

This issue of the "Policy Research Brief" series summarizes the results of a national study on the status, implementation, and degree of consumer control across states. Strategies, challenges, and best practices of consumer-directed services and supports are explored. Information was gathered through interviews with administrators of developmental disabilities services in 42 states.

The Aging Integrated Database (AGID)

This website is an on-line query system based on AoA-related data files and surveys, and includes population characteristics from the Census Bureau. The system allows users to produce descriptive information in graphical or tabular form, at the level of detail most suited for their needs. The four options through AGID provide different levels of focus and aggregation of the data from individual data elements within Data-at-a-Glance to full database access within Data Files.

Medicaid Coverage of Peer Support for People with Mental Illness: Available Research and State Examples

This report summarizes available research to date regarding the effectiveness of peer support and presents State examples of peer support within three different Medicaid authorities (State Plan, 1915(b), and 1915(c)).
