New State Strategies To Meet Long-Term Care Needs

States’ efforts to expand consumer-directed long-term care service programs, are often hindered by challenges related to costs, staffing and organizational issues, infrastructure requirements, and resistance from stakeholders. Yet states have developed a number of successful strategies for overcoming these challenges. Their experiences offer valuable insights, guidance, and encouragement to other states considering CDS. CMS Policies Related to the Provision of F/EA Services

This presentation was part of the 2007 Government and Vendor Fiscal/Employer Agent Workshop. This presentation provided an update on policies regarding self-direction, with an emphasis on those related to fiscal management activities. The session also answered some of the more frequently asked questions and explored some of the differences between section 1915(c) waiver programs and the new State Plan options for self-directed services.

Estimating Participation and Revision Options in the MIG Program - Arkansas

A primary original intent of the Medicaid Infrastructure Grant program was to ensure that states could learn from each other as they pursued their individual employment initiatives. With this in mind, George Washington University released this report, outlining options for raising the unearned income limit for the Arkansas Medicaid Buy-In, with projections of increased enrollment. Also included is a separate report explaining the methodology.

Medicaid HCBS Waiver Expenditures FY 2003 through FY 2008

This report and tables present Medicaid 1915(c) Home and Community-Based Services (HCBS) Waiver expenditures data from Federal Fiscal Years 2003 through 2008. Each HCBS waiver is classified by population served in order to show the distribution of expenditures across long-term care populations. This report includes new target population categories to identify waivers that target particular developmental disabilities such as intellectual disabilities and autism spectrum disorders.
