The April 2005 Advanced Strategies Subgroup call hosted Leonard Sandler, law professor from the University of Iowa. Mr. Sandler presented information to the conference call participants on the development of the Easy Access Home Bill that was introduced in the Iowa Legislature in 2005. These summary notes provide an overview of the presentation and the subgroup discussion.

This checklist prepared by the National Academy for State Health Policy (NASHP) highlights the ACA Medicaid requirements that will take effect in the next two years, nearly all of which will apply to states regardless of whether the state chooses to expand Medicaid eligibility.

As states assess the challenges and opportunities presented by federal health reform legislation, there is a natural tendency to focus on the most immediate issues, but it is equally important that states begin planning for the many aspects of implementation that occur in later years. This State Health Policy Briefing identifies and describes ten aspects of federal health reform that states must get right if they are to be successful in implementation.

The California Community Choices (Choices) project is designed to increase consumer access to home and community-based long-term care services and to provide additional centralized sources of information and referral. The Choices project includes a study to improve the state’s understanding of the financial and structural barriers to increasing consumer access to these services, and to provide recommendations to the state to more effectively manage funding for long-term care.

NASHP identified 10 leading state quality improvement partnerships - interrelated broad-based partnerships, mostly with public and private sector representation, which have long-term, statewide, systemic quality improvement strategic intent, and transparent agendas. This issue brief summarizes results of NASHP's full report that examines these partnerships in Colorado, Kansas, Maine, Massachusetts, Minnesota, Oregon, Pennsylvania, Rhode Island, Vermont, and Washington.

In January 2008, a small group of experts met to discuss challenges and recent changes to the early and periodic screening, diagnosis, and treatment (EPSDT) Medicaid benefit. Their discussion focused on helping states maximize children’s access to EPSDT care. They also covered ways to engage with primary care providers and to improve care coordination and quality measurement.

NASHP produced this report and webinar to help states provide Medicaid and SCHIP coverage to youth involved with or exiting foster care and juvenile justice systems. The report focuses on simplifying enrollment, enhancing retention through transitions, and integrating services with partners. The webinar slides present the report findings in brief and highlight programs in New Mexico and Washington that focus on the juvenile justice system and youths released from incarceration.

This report presents the results of a survey of state developmental disabilities agency officials regarding the determination of initial eligibility/level of care and the “annual level of care” for services furnished under Medicaid waiver and ICF/MR programs. Forty-seven (92%) states provided information on state waiver eligibility criteria and practices. The report describes state level of care assessment approaches and provides legislative cites and contact information for state staff.

This paper models the effect of occupancy rates on nursing home reimbursement. It surveys nursing home methodologies generally and specifically models the rate setting systems of California, Indiana and Pennsylvania. The modeling indicates that much of “the fixed costs” would not get calculated back into the rates. The costs that do would be allocated across all resident days used in rate setting regardless of payer source, including Medicare and private pay, limiting the Medicaid impact.
