Implementing Community Integration: A Review of State Olmstead Plans

This Working Paper explores key policy issues arising from the United States Supreme Court’s decision in Olmstead v. L.C. Specifically, this paper examines how states have responded to the Court’s suggestion regarding the development of comprehensive, effectively working plans for placing qualified persons with disabilities in less restrictive settings as a way of satisfying the ADA’s “reasonable modifications” requirement.

Wisconsin Family Care Implementation Process Evaluation Report

This report is focused on the status of Family Care implementation in WI. It contains background information on the Family Care program, as well as evaluative information on the development of each pilot project. The report also contains a glossary of terms and a research methodology section that demonstrates the contacts made by The Lewin Group in the five pilot counties—Fond du Lac, La Crosse, Milwaukee, Portage and Richland—in order to assess the current status of the Family Care program.

Promising Practices in HCBS: Texas – Appropriations Rider: Promoting Independence

This report provides information on a piece of Texas legislation which included a rider in the state’s 2001 appropriations act to promote independence and community integration for nursing facility residents. Originally called Rider 37, it allowed Medicaid funding to follow an individual moving from a nursing facility into the community.
